It is unlawful for any person to operate on the streets of the city any vehicle containing or having in connection with its operation any loudspeaker, mechanical radio or electrical equipment whereby the human voice or music is amplified, or loud or unusual noises, music or sounds are projected therefrom except as in this chapter provided.

Any person desiring to operate a vehicle so equipped shall be permitted to do so upon obtaining from the clerk a license for such purposes. The clerk shall issue the license upon the payment by the applicant of the sum of $25.00. The license shall be valid for a period of one year.
