In the event it becomes necessary to remove or disturb a monument, the person doing so shall first obtain permission in writing from the superintendent of streets of the City.

It is unlawful for any person maliciously to remove or disturb, or cause to be removed or disturbed, any monument, azimuth, reference or witness mark set for the purpose of locating or preserving the lines of any street or property subdivision, or as a bench mark, or any control monument as defined in Sections 8801 to 8834 of the Public Resources Code of the state within the City.
