The municipal water department is created, and the operation shall be under the general direction of the City Manager. The City Manager shall have the authority to organize the water system into one or more city departments, or to integrate part or all of the water system into other city departments and to delegate authority and responsibility to subordinate officials and employees.

The City Council reserves the right and power to, and may from time to time, by resolution, adopt rules and regulations for the operation and maintenance of the municipal water system, for extension of water mains both within and outside the boundaries of the City, and to fix the rates for water sold to consumers within or outside the corporate limits of the City.

All persons engaged in street work shall give at least 10 days' written notice to the City for the removal or displacement of water system facilities that may interfere with such street work.
B. 
All costs involved in the removal, displacement or damage of such facilities shall be paid by the person engaged in such street work, except where provisions of county or state encroachment permits state otherwise. Any street work involving the planned removal, displacement or substitution of water system facilities shall be subject to the prior approval of the City.

Fire hydrants are provided for the sole purpose of extinguishing fires, and are to be opened and used only by the City and fire department personnel, or such persons as may officially be authorized to do so.
B. 
Any person authorized to open fire hydrants shall do so in a proper manner and use only an approved spanner wrench and shall replace the caps on the outlets when not in use.

A. 
In preparing plans and specifications to serve property within the City, the City shall provide for the installation of fire hydrants when deemed necessary, the cost of such hydrants to be paid for by the applicant.
B. 
In preparing plans and specifications to serve property outside the City but within a fire-protection district or county, and it is recommended by the fire-protection district that fire hydrants be provided, the City shall provide for the installation of fire hydrants in such number and location as recommended by such fire-protection district, the cost of such hydrant to be paid for by the applicant. In such case, a fire hydrant service charge shall be made against such fire-protection district or county as hereinafter provided in this Division I.

No person except an employee of the City or one acting with written permission of the City shall tap any of the water pipes of the main line or distribution system, or insert tees, stopcocks or ferrules therein.
B. 
Where service pipes are found disconnected at the corporation cock, they shall be reconnected only by an employee of the City or one acting with written permission of the City.

A. 
The fire chief shall have full authority in case of fire to direct the setting of gates and valves to water mains in order to secure the greatest possible pressure at the points required.
B. 
It shall be the duty of the fire chief to see that after each fire all hydrants and gates are restored to their original condition.
