It shall be unlawful for any person to conduct any public billiard or pool room or any place where any person is allowed to play pool or billiards for hire or compensation within the limits of the city without first procuring a license under the provisions and restrictions of this article.

The number of billiard and pool halls which may operate in this city at the same time is hereby restricted to five, and when five licenses have been issued, the city clerk shall not issue any more. Preference shall be given to licensee over others seeking to licenses when time for renewal.

No license to conduct or operate any public billiard or pool room or any billiard or pool hall shall be issued to any person under 21 years of age, or who has been convicted of a felony or of any offense involving moral turpitude, or of any violation of any gambling or intoxicating liquor laws of any city or state or of the United States; nor shall any such license be issued to any person who has not resided within Reno County for at least six months and within the State of Kansas for at least one year immediately preceding the issuance of the license.

Should any license to conduct or operate a pool or billiard hall be issued to any person who under the provisions of above section is not entitled to or qualified for such license, the governing body shall revoke the license.

Each and every pool or billiard table referred to in this article shall be located on the first floor of the building. The rooms or tables shall not be obstructed by any screen or frosted windows or any other thing calculated to obstruct the view from the front of the building.

It shall be unlawful for the owner or proprietor or employee of any pool or billiard hall to permit or consent to the sale of or drinking of intoxicating liquor upon the premises occupied by such pool or billiard hall. All loud, profane, obscene, vulgar and improper language is prohibited in any such room and no person under the influence of intoxicating liquor or narcotic drugs shall be permitted to play on any pool, billiard, or bowling alley or to remain in such room. The pool or billiard shall be closed at 12:01 a.m. on each day and shall not be open on Sunday. No gambling of any kind shall be permitted in such pool or billiard hall and it shall be unlawful to permit any gambling of any character therein.

It shall be unlawful for any person owning or operating any billiard or pool hall in the city, to permit any person under the age of 18 years of age to frequent, or loiter in or about such billiard or pool hall, or play billiard or pool in such billiard or pool hall, unless accompanied by one of his or her legal guardians. No person under the age of 18 years of age, not accompanied by his or her parent or guardian, shall be permitted by the owner or operator of such billiard or pool hall, to frequent, or loiter in, or play billiards or pool in, such billiard or pool hall, unless such person under 18 years of age shall be authorized by his or her parents, or by his or her legal guardian, to frequent, or loiter in, or play billiards, or pool in, such billiard or pool hall. Such authorization shall be in writing signed by a parent or legal guardian and may contain any restrictions and limitations imposed by the signer and may be revoked at any time by written notice of the signer. The authorization issued by the parent or legal guardian shall be placed and kept on file by the person operating such billiard or pool hall. No person under the age of 18 years shall be employed to operate or to assist in the operation of any such billiard or pool hall.
