It shall be unlawful for any person owning or operating any billiard or pool hall in the city, to permit any person under the age of 18 years of age to frequent, or loiter in or about such billiard or pool hall, or play billiard or pool in such billiard or pool hall, unless accompanied by one of his or her legal guardians. No person under the age of 18 years of age, not accompanied by his or her parent or guardian, shall be permitted by the owner or operator of such billiard or pool hall, to frequent, or loiter in, or play billiards or pool in, such billiard or pool hall, unless such person under 18 years of age shall be authorized by his or her parents, or by his or her legal guardian, to frequent, or loiter in, or play billiards, or pool in, such billiard or pool hall. Such authorization shall be in writing signed by a parent or legal guardian and may contain any restrictions and limitations imposed by the signer and may be revoked at any time by written notice of the signer. The authorization issued by the parent or legal guardian shall be placed and kept on file by the person operating such billiard or pool hall. No person under the age of 18 years shall be employed to operate or to assist in the operation of any such billiard or pool hall.
