A reserve police force for the city is established. The unit shall consist of not more than ten reserve police officers.

Membership in the police reserve shall be by appointment of the mayor from persons recommended by the police chief.

Members of the police reserve may ride with, and assist, the police chief or any regularly sworn police officer in any of their assigned duties, and may wear uniforms designating themselves to be members of the police reserve.

Each member of the police reserve is required to execute, in writing, a waiver to the city, on his own behalf, and on behalf of his heirs and estate, for any damages, injuries or death occurred by himself while acting as a member of the police reserve.

Membership in the police reserve shall at all times be voluntary, and the member of the reserve may withdraw at any time by so informing the police chief, in writing, of his decision to so resign. A member of the police reserve may be removed from the reserve unit by either the police chief or by the mayor, summarily and without notice and without any right to any hearing whatsoever.

Membership in the police reserve entitles the member of the reserve to no special privileges of any kind whatsoever, and members of the police reserve are prohibited from doing or performing any act by or on behalf of the city unless authorized by the police chief or a regular police officer, and acting under the direction of the police chief or officer.
