There is established a parks and arts commission consisting of seven members to be appointed by the mayor, subject to confirmation by the city council according to the confirmation process established by council resolution, from citizens of the city. The term of office of the seven members shall be three years; provided, that the members of the parks and arts commission constituted pursuant to Ordinances 216, 413 and 677 of the city shall continue in office until the term of their current appointment expires. The terms of office of the members shall be staggered so that no more than three members shall have their terms expire in any one year. Each of the members of the parks and arts commission will serve without compensation.
