A. 
The budget, the budget message, and the construction improvement program shall be prepared by the city manager and all supporting schedules shall be a public record in the office of the clerk, open to public inspection by anyone five days prior to the time set for the public hearing. The clerk shall cause to be prepared for distribution to interested persons, upon request, copies of the budget and budget message.
B. 
A copy of the budget and construction improvement program, as finally adopted in ordinance form, shall be certified by the mayor and the clerk and filed in the office of the clerk. Copies of the certified budget shall be distributed to all city departments and made available to the public.

A. 
The council shall determine the place and time of the public hearing on the budget. The city clerk shall prepare the public hearing notice, including a summary of the budget, capital improvement program and other fund appropriations and setting forth the date, time and place of the public hearing. The notice shall be posted at least five days prior to the hearing date in at least three public places within the city.
B. 
At the time and place so advertised, the council shall hold a public hearing on the budget as submitted, at which all interested persons shall be given an opportunity to be heard, for or against the estimates or any item thereof. The council may designate a maximum time limitation on each citizen or group of citizens wishing to be heard, pursuant to Section 2.09.100.

A. 
After the conclusion of the public hearing, prior to adoption, the council may insert new items or may increase or decrease the items of the budget, except items in proposed expenditures fixed by law. The council may not vary the titles, descriptions, or conditions of administration specified in the budget.
B. 
Following adoption of the budget, the city council shall amend the budget to reflect supplemental appropriations or increased revenues or expenditures based upon the periodic reports submitted by the city manager.

The council may transfer unencumbered appropriation balances or parts thereof from any item of appropriation to any other item of appropriation, including new items, whether or not such items are within the same department, office or agency.

A. 
The budget shall be adopted by favorable votes of at least a majority of all the members of the council by June 30th. If the council fails to adopt a budget and make the appropriations on or before the first day of the fiscal year, the budget, as submitted or amended, shall go into effect and be deemed to have been finally adopted by the council; and the proposed expenditures therein shall become the appropriations for the fiscal year.
