A.
No unauthorized person shall uncover, make any connections with or opening into, use, alter, or disturb any public sewer or appurtenance thereof without obtaining a written permit from the city.
B.
Each application for connection to the sewerage system shall be in writing and shall include the following:
1.
Legal name and address of the applicant;
2.
Legal description and sketch of the property, building, and service line location for which the service is required;
3.
The name and address of the person who will install the building sewer lines from the building to be served to the public sewer;
4.
A description of the fixtures to be used in the structure or building and the building sewer line size to be installed;
5.
An agreement to be responsible for and to pay promptly all charges for the service in accordance with this title;
6.
Such additional information as the city council may require to demonstrate that the proposed connection complies with this title and any applicable regulations promulgated by the city council.
C.
If the city manager is satisfied that the application and the proposed connection comply with this title and applicable regulations hereunder relating to the use of the sewerage system, he or she shall approve the application and provide for the connection, upon receipt of the established fees.
D.
Any person whose application for connection has been denied or conditionally approved may appeal to the city council at its next regularly scheduled meeting.
