Pursuant to the Veterans' Preference Act, 51 Pa.C.S.A. § 7103, any applicant for the position of a police officer who qualifies as a "veteran" under that Act shall receive an additional 10 points on top of the combined, weighted written and oral examination scores provided. However, the applicant must obtain the minimum score necessary to pass the written and oral examinations prescribed under these Rules and Regulations. The 10 additional veterans' preference points may not be used under any circumstances to achieve a passing score on the written or oral examination. Any applicant claiming veterans' preference is responsible for providing any relevant documents to the Commission, which shall, at a minimum, include the applicant's discharge papers, separation documents, or statement of service.
The written examination shall be graded on a 100-point scale, and an applicant must score 70% or higher to continue the application process. Applicants scoring less than 70% shall be rejected. Within 30 days after the administration of the written examination, all applicants shall be given written notice of their test results, and each passing applicant shall be informed of the next step in the examination process. Written examination scores will be rounded up or down to the nearest whole number (0.49 and below will be rounded down; 0.50 and above will be rounded up).
An applicant for the position of police officer must successfully complete a physical agility test approved by the Commission, considering any recommendations by the Borough's Chief of Police. Such tests shall be job-related, consistent with business necessity, and designed to test the components of physical agility that are applicable to performing the essential duties of a police officer.
A. 
Applicants will be scheduled for an oral examination once they have passed the written and physical agility examinations and meet all other requirements set forth throughout these rules and regulations of the Civil Service Commission.
B. 
The oral examination shall consist of a list of questions approved by the Commission. Within 30 days after the applicant's oral examination, the applicant shall be informed of their oral examination score, total overall score, final ranking, and if they qualified for the next step in the hiring or promotional process.
A. 
The Commission shall appoint as its agent a written examination administrator, an oral examination administrator, a physical agility examiner, a medical examiner, a polygraph examiner, and a psychological examiner to conduct the appropriate examinations required by these Rules and Regulations.
B. 
The oral interview and evaluation of the service or performance record of any applicant shall be the responsibility of the Commission, provided, however, that the Commission may designate, from time to time, such persons qualified in oral examining procedures and techniques or qualified to evaluate performance or service records, as are considered necessary to assist in such examination and evaluations.
C. 
The Commission reserves the right to employ, as its agent, the services of the Lancaster County Chiefs of Police Association or other similar pooled examination provider to administer its written examination and physical agility testing for the position of police officer upon approval of the Commission.
The Commission shall prepare a statement of instructions and rules for written examination conduct. The regularly appointed examiner shall administer each examination in accordance with the instructions of the Commission and be responsible for enforcing the rules of conduct for written examination.
Should an applicant be found to have committed any act tending to defeat the proper conduct or the result of any examination, as determined by the Commission in its reasonable discretion, their name shall be removed from the eligibility list resulting from the examination, and the applicant shall not be permitted to make future applications for any position in the Police Department.
