Any amendment to the Rules and Regulations must be approved by both the Borough Council and the Commission, as long as such amendments do not conflict with the Borough Code or other applicable laws.
To the extent that if any provision of these Rules and Regulations conflicts with state or federal law or Constitutional protection, the provision of these Rules and Regulations shall be superseded.
