Pursuant to the authority granted to it under the County Civil Service Enabling Act, Government Code Section 31100 et seq., in order to establish an equitable and uniform procedure for dealing with personnel matters through a Civil Service Commission, and in order to place employment with the County on a merit basis for the purpose of obtaining the highest efficiency and ensuring that the best qualified persons available shall be brought into the service of the County, the County adopts a Limited Civil Service System as set forth in Chapters 3.04 through 3.28 SCCC.

The provisions of Chapters 3.04 through 3.28 SCCC, and the rules established thereunder, shall be interpreted reasonably with the intention of implementing their objectives and promoting justice.

Chapters 3.04 through 3.28 SCCC may be amended by a four-fifths vote of the entire Board of Supervisors, with the approval of the Civil Service Commission, without submitting the same to a vote of the people, but no amendment repealing such provisions shall be effective until the proposition of its repeal shall first have been submitted to a vote of the qualified electors of the County at a general or special election and shall have received the affirmative vote of a majority of the electors voting on such proposition.

It is the policy of the County to ensure equal employment opportunity for all persons regardless of political affiliation, race, color, creed, religion, national origin, ancestry, disability, medical condition (cancer related and genetic characteristics), marital status, sex, sexual orientation, gender, gender identity, gender expression, age (over 18), veteran status, pregnancy, or any other non-merit factor.

The Board of Supervisors shall appropriate such funds as are necessary to carry out the provisions set forth in Chapters 3.04 through 3.28 SCCC.

Unless provided for otherwise in Chapters 3.04 through 3.28 SCCC, or the rules established thereunder, whenever notice of action is required, it shall be provided by personal delivery, or deposit in the United States mail, or posting on bulletin boards accessible to employees.
