The purpose of this chapter is to establish a permit procedure for the regulation of businesses laundering, sanitizing or selling wiping rags in Santa Cruz County, as required by California Health and Safety Code Sections 118465 and 118470.

"Wiping rags,"
as used in this chapter, means cloths and rags other than reusable rental cloths or towels, used for the purposes set forth in Health and Safety Code Section 118450.

No person shall operate any business of laundering, sanitizing or selling wiping rags in Santa Cruz County without a permit from the Health Officer issued pursuant to this chapter.

Applications for a permit to operate a business of laundering, sanitizing or selling wiping rags in the County, and for the renewal thereof, shall be filed with the Health Officer upon designated forms.

The fee for a permit for a wiping rag business shall be as established by resolution of the Board of Supervisors.

Upon filing of a completed application form and payment of the prescribed fee, the Health Officer shall issue a permit to any applicant if they comply, or provide evidence that they will comply, with the provisions of Sections 118450 through 118490 of the Health and Safety Code and Sections 30801 of Title 17 of the California Code of Regulations.

Each permit shall expire on December 31st of each calendar year; provided, that such permit may be renewed without penalty on or before the February 15th next following the expiration date.

Permittees who do not renew their permits on or before February 15th shall pay a fee of $25.00 in addition to fees otherwise prescribed by this chapter.

A permit issued pursuant to this chapter may be revoked for violation of any of the provisions of this chapter, Sections 118450 through 118490 of the Health and Safety Code, or Section 30801 of Title 17 of the California Code of Regulations, or for violation of any written condition of the permit, pursuant to and upon compliance with the procedures set forth in Chapter 1.14 SCCC.
