(A) 
The Board of Supervisors finds, pursuant to the General Plan, the Local Coastal Program Land Use Plan and SCCC § 17.01.010 through § 17.01.040, that it is necessary and appropriate to establish a yearly population growth goal for Santa Cruz County. Each year's population growth goal shall limit population growth during that year to an amount determined by the Board to represent Santa Cruz County's fair share of Statewide population growth. Each year's population growth goal is to include plans to assist and encourage the production of a number of housing units equal, on the average, to not less than 15 percent of the newly constructed units during any three consecutive years which will be capable of purchase or rental by persons with average or below average incomes.
(B) 
It is also the purpose of this chapter to establish separate growth rates for urban and rural portions of the County in order to encourage residential developments to locate in urban areas, pursuant to SCCC § 17.01.030(B).

Any revision to this chapter which applies to the Coastal Zone shall be reviewed by the Executive Director of the California Coastal Commission to determine whether it constitutes an amendment to the Local Coastal Program. When an ordinance revision constitutes an amendment to the Local Coastal Program, such revision shall be processed pursuant to the hearing and notification provisions of Chapter 18.60 SCCC and shall be subject to approval by the California Coastal Commission.

"Affordable housing units"
means housing which is affordable to average or below average income households as required, regulated and allowed by Chapter 17.10 SCCC entitled "Affordable Housing Requirements."
"Countywide"
population means the total permanent population residing in Santa Cruz County, including residents of the incorporated cities. This is to be distinguished from the "County" population, which refers to the residents of the unincorporated portions of the County.

(A) 
By September 30th, each year, the Board of Supervisors shall hold at least one public hearing, and, after such public hearing, shall establish the following calendar year's population growth goal for the unincorporated area of the County. The annual population growth goal may be established by either resolution or ordinance. The annual population growth goal for the unincorporated County shall be determined based upon the following factors:
(1) 
The annual estimate and projections of population growth prepared by the State Department of Finance;
(2) 
An analysis prepared by the Planning Director summarizing actual growth patterns in the cities and County during the previous year's population growth controls;
(3) 
Additional information or recommendations that may be provided by the incorporated cities;
(4) 
Review of the appropriateness of the County's proposed annual growth goal in light of city annexations of unincorporated territory and other city growth patterns;
(5) 
The recommendations of the Planning Commission;
(6) 
Any other factors which the Board determines to be relevant to the determination of the annual population growth goal.
(B) 
The annual population growth goal shall consist of a growth rate for the unincorporated County area, separate growth rates for urban and rural areas of the unincorporated County, and/or other such geographic area goals or housing unit targets as the Board shall deem appropriate.
(C) 
As part of the establishment of the annual growth goal for the County, a review of the adequacy of public services for existing and anticipated growth shall be undertaken. This annual review shall include an analysis of the number of new residential units and amount of commercial development by planning area and what public services have been provided to address said development. Revised buildout projections by planning area based on General Plan amendments or rezoning approvals in the proceeding year and since adoption of the General Plan shall be provided in this annual review. If the revised buildout projection in any planning area exceeds the buildout projections for that planning area contained in the General Plan EIR, the Board of Supervisors shall take action to ensure that development beyond the buildout projection, in that area, will not occur without the preparation of amended Land Use Plans and/or areawide rezoning, including all CEQA documentation, to address the additional growth.

(A) 
Following establishment of the following year's population growth goal, and prior to December 31st of the current year, the Planning Department is hereby authorized and directed to submit to the Board of Supervisors for approval such regulations as are necessary to give effect to the terms of this chapter and to limit or encourage development permits so as to achieve the established rate of population growth. Such regulations shall become effective when published in a newspaper of general circulation in the County. Such regulations may be amended from time to time with the approval of the Board of Supervisors.
(B) 
The Planning Director shall be responsible for the preparation of periodic summaries of population changes and permit activity and shall keep the Board informed of progress made and/or difficulties encountered in implementing the annual population growth goal.

(A) 
Any allocations of permits for low and moderate cost units not actually issued in 1979 and each succeeding year shall be added to the reservation of such permits in succeeding years to the end that, on the average, not less than 15 percent of newly constructed units during any three consecutive years shall be affordable by low and moderate income households.
(B) 
Market rate permits allocated in any one calendar year which are not utilized in that year may be reallocated in the following year at the discretion of the Board of Supervisors.

(A) 
Overall Growth Rate. The overall population growth rate for calendar year 1979 in the unincorporated area shall be 2.2 percent. This rate corresponds to an increase in population of 2,140 persons, or 930 new residential units.
(B) 
Urban Growth Rate. The population growth rate for areas designated urban by the growth management plan shall be 2.5 percent. This rate corresponds to an increase of 850 persons in the rural areas, or 370 permits.
(C) 
Rural Growth Rate. The population growth rate for areas designated rural by the growth management plan shall be 1.9 percent. This rate corresponds to an increase of 850 persons in the rural areas, or 370 permits.
(D) 
Low and Moderate Income Housing. Pursuant to SCCC § 17.01.030(E), at least 15 percent of the total County permits for 1979 shall be reserved for housing units affordable by low and moderate income households. This figure corresponds to a minimum of 140 permits for low and moderate cost units. In the event the Board of Supervisors determines during 1979 that there are insufficient projects in process to use the total allocation of such permits for that year, the Board may allocate the excess permits for other housing units; provided, however, that the number of housing units for the succeeding year(s) shall be adjusted to the end that, on the average, not less than 15 percent of newly constructed units during any three consecutive years shall be affordable by low and moderate income households.

In the event the Board determines during any year that there are insufficient projects in process to use the total allocation of permits for housing units affordable by low and moderate income households for that year, the Board may allocate the excess permits for other housing units; provided, however, that the number of housing units for the succeeding year(s) shall be adjusted to the end that, on the average, not less than 15 percent of newly constructed units during any three consecutive years shall be affordable by low and moderate households.

(A) 
Overall Growth Rate. The overall population growth rate for calendar year 1980 in the unincorporated area shall be 1.4 percent. This rate corresponds to 1,055 new residential units.
(B) 
Urban Growth Rate. The population growth rate for areas designated urban by the growth management plan shall be 2.9 percent. This rate corresponds to 710 permits.
(C) 
Rural Growth Rate. The population growth rate for areas designated rural by the growth management plan shall be 1.7 percent. This rate corresponds to 345 permits.
(D) 
Low and Moderate Income Housing. Pursuant to SCCC § 17.01.030(E), at least 15 percent of the total County permits for 1980 pursuant to subsection (A) of this section shall be reserved for housing units affordable by low and moderate income households. This figure corresponds to a minimum of 158 permits for low and moderate cost units. Pursuant to SCCC § 17.04.065, the allocation of approximately 130 permits for low and moderate cost units not actually issued in 1979 shall be added to the reservation of such permits in 1980 for an overall total of 288 permits to be issued in 1980.

(B) 
Urban Growth Rate. The population growth rate for areas designated urban by the growth management plan shall be 2.6 percent. This rate corresponds to 656 permits.
(C) 
Rural Growth Rate. The population growth rate for areas designated rural by the growth management plan shall be 1.4 percent. This rate corresponds to 281 permits.
(D) 
Low and Moderate Income Housing. Pursuant to SCCC § 17.01.030(E), at least 15 percent of the total County permits for 1981 pursuant to subsection (A) of this section shall be reserved for housing units affordable by low and moderate income households. This figure corresponds to a minimum of 141 permits for low and moderate cost units. Pursuant to SCCC § 17.04.065, the portion of the allocation of permits for low and moderate cost units not actually issued in 1980 shall be added to the reservation of such permits in 1981.
(E) 
Small Contractor Program. From those units allocated in 1981 for market rate projects, the Board of Supervisors may set aside units for small contractors who agree to construct and commence construction of housing units affordable by low and moderate income households. Such units shall be granted to eligible contractors based on the ratio of three market rate units given for each affordable unit constructed. The Board of Supervisors shall, by resolution, establish program guidelines to carry out the provisions of this section.

Rural Growth Rate. The population growth rate for areas designated rural by the growth management plan shall be 1.3 percent. This rate corresponds to 290 permits.
(D) 
Low and Moderate Income Housing. Pursuant to SCCC § 17.01.030(E), at least 15 percent of the total County permits for 1982 pursuant to subsection (A) of this section shall be reserved for housing units affordable by low and moderate income households. This figure corresponds to a minimum of 145 permits for low and moderate cost units. Pursuant to SCCC § 17.04.065, the portion of the allocation of permits for low and moderate cost units not actually issued in 1981 shall be added to the reservation of such permits in 1982.
(E) 
Small Contractor Program. From those units allocated in 1982 for market rate projects, the Board of Supervisors shall set aside units for small contractors who agree to construct and commence construction of housing units affordable by low and moderate income households. Such units shall be granted to eligible contractors based on the ratio of three market rate units given for each affordable unit constructed. The Board of Supervisors shall, by resolution, establish program guidelines to carry out the provisions of this section. Forty-five market rate units shall be set aside for this program during calendar year 1982.

Low and Moderate Income Housing. Pursuant to SCCC § 17.01.030(E), at least 15 percent of the total County permits for 1983 pursuant to subsection (A) of this section shall be reserved for housing units affordable by low and moderate income households. This figure corresponds to a minimum of 146 permits for low and moderate cost units. Pursuant to SCCC § 17.04.065, the portion of the allocation of permits for low and moderate cost units not actually issued in 1982 shall be added to the reservation of such permits in 1983.
(E) 
Small Contractor Program. From those units allocated in 1983 for market rate projects, the Board of Supervisors shall set aside units for small contractors who agree to construct and commence construction of housing units affordable by low and moderate income households. Such units shall be granted to eligible contractors based on the ratio of three market rate units given for each affordable unit constructed. The Board of Supervisors shall, by resolution, establish program guidelines to carry out the provisions of this section. Forty-five market rate units shall be set aside for this program during calendar year 1983.

Rural Growth Rate. The population growth rate for areas designated rural by the growth management plan shall be 1.5 percent. This rate corresponds to 331 new residential units.
(D) 
Low and Moderate Income Housing. Pursuant to SCCC § 17.01.030(E), at least 15 percent of the total County permits for 1984 pursuant to subsection (A) of this section shall be reserved for housing units affordable by low and moderate income households. This figure corresponds to a minimum of 149 permits for low and moderate cost units. Pursuant to SCCC § 17.04.065, the portion of the allocation of permits for low and moderate cost units not actually issued in 1983 shall be added to the reservation of such permits in 1984.
(E) 
Small Contractor Program. From those units allocated in 1984 for market rate projects, the Board of Supervisors shall set aside units for small contractors who agree to construct and commence construction of housing units affordable by low and moderate income households. Such units shall be granted to eligible contractors based on the ratio of three market rate units given for each affordable unit constructed. The Board of Supervisors shall, by resolution, establish program guidelines to carry out the provisions of this section. Forty-five market rate units shall be set aside for this program during calendar year 1984.

(C) 
Rural Growth Rate. The population growth rate for areas designated rural by the growth management plan shall be 1.1 percent. This rate corresponds to 250 new residential units.
(D) 
Low and Moderate Income Housing. Pursuant to SCCC § 17.01.030(E), at least 15 percent of the total County permits for 1985 pursuant to subsection (A) of this section shall be reserved for housing units affordable by low and moderate income households. This figure corresponds to a minimum of 113 permits for low and moderate cost units. Pursuant to SCCC § 17.04.065, the portion of the allocation of permits for low and moderate cost units not actually issued in 1984 shall be added to the reservation of such permits in 1985.
(E) 
Small Contractor Program. From those units allocated in 1985 for market rate projects, the Board of Supervisors shall set aside units for small contractors who agree to construct and commence construction of housing units affordable by low and moderate income households. Such units shall be granted to eligible contractors based on the ratio of three market rate units given for each affordable unit constructed. The Board of Supervisors shall, by resolution, establish program guidelines to carry out the provisions of this section. No market units shall be set aside for this program during calendar year 1985.

Urban Growth Rate. The population growth rate for areas designated urban by the growth management plan shall be 1.8 percent. This rate corresponds to 512 new residential units.
(C) 
Rural Growth Rate. The population growth rate for areas designated rural by the growth management plan shall be 1.1 percent. This rate corresponds to 256 new residential units.
(D) 
Low and Moderate Income Housing. Pursuant to SCCC § 17.01.030(E), at least 15 percent of the total County permits for 1986 pursuant to subsection (A) of this section shall be reserved for housing units affordable by low and moderate income households. This figure corresponds to a minimum of 115 permits for low and moderate cost units. Pursuant to SCCC § 17.04.065, the portion of the allocation of permits for low and moderate cost units not actually issued in 1985 shall be added to the reservation of such permits in 1986.
(E) 
Small Contractor Program. From those units allocated in 1986 for market rate projects, the Board of Supervisors shall set aside units for small contractors who agree to construct and commence construction of housing units affordable by low and moderate income households. Such units shall be granted to eligible contractors based on the ratio of three market rate units given for each affordable unit constructed. The Board of Supervisors shall, by resolution, establish program guidelines to carry out the provisions of this section. No market rate units shall be set aside for this program during calendar year 1986.

Pursuant to SCCC § 17.01.030(E), at least 15 percent of the total County permits for 1987 pursuant to subsection (A) of this section shall be reserved for housing units affordable by low and moderate income households. This figure corresponds to a minimum of 70 permits for low and moderate cost units. Pursuant to SCCC § 17.04.065, the portion of the allocation of permits for low and moderate cost units not actually issued in 1986 shall be added to the reservation of such permits in 1987.
(E) 
Small Contractor Program. From those units allocated in 1987 for market rate projects, the Board of Supervisors shall set aside units for small contractors who agree to construct and commence construction of housing units affordable by low and moderate income households. Such units shall be granted to eligible contractors based on the ratio of three market rate units given for each affordable unit constructed. The Board of Supervisors shall, by resolution, establish program guidelines to carry out the provisions of this section. No market rate units shall be set aside for this program during calendar year 1987.

Additional building permits shall be allocated from 1989 for low and moderate income households as necessary to meet the AMBAG Regional Fairshare Plan goals for Santa Cruz County for the 1980 – 1990 decade.

Additional building permits shall be allocated for 1990 for low and moderate income households as necessary to meet the AMBAG Regional Fairshare Plan goals for Santa Cruz County for the 1980 – 1990 decade.

(A) 
Overall Growth Rate. The overall population growth goal for calendar year 1991 in the unincorporated area shall be 1.0 percent. This rate corresponds to an allocation of building permits for a total of 495 new residential units.
(B) 
Urban Growth Rate. The population growth goal for areas designated within the urban services line of the County General Plan shall be 1.2 percent. This rate corresponds to an allocation of building permits for 332 new residential units within the urban area.
(C) 
Rural Growth Rate. The population growth goal for areas designated outside of the urban services line by the County General Plan shall be 0.7 percent. This rate corresponds to an allocation of building permits for 163 new residential units within the rural area.
(D) 
Low and Moderate Income Housing. Pursuant to SCCC § 17.01.030(E), at least 15 percent of the total allocation of building permits for 1991 pursuant to subsection (A) of this section shall be reserved for housing units affordable by low and moderate income households. This figure corresponds to an allocation of building permits for a minimum of 74 low and moderate cost units. In addition, all of the building permit allocations previously authorized but not actually issued in previous years shall be carried over and added to the allocation of permits for low and moderate income housing to allow issuance of building permits for the construction of affordable housing units and enable attainment of the housing goals of the regional housing needs plan.
