(A)
The Board of Supervisors finds, pursuant to the General Plan, the Local Coastal Program Land Use Plan and SCCC § 17.01.010 through § 17.01.040, that it is necessary and appropriate to establish a yearly population growth goal for Santa Cruz County. Each year's population growth goal shall limit population growth during that year to an amount determined by the Board to represent Santa Cruz County's fair share of Statewide population growth. Each year's population growth goal is to include plans to assist and encourage the production of a number of housing units equal, on the average, to not less than 15 percent of the newly constructed units during any three consecutive years which will be capable of purchase or rental by persons with average or below average incomes.
(B)
It is also the purpose of this chapter to establish separate growth rates for urban and rural portions of the County in order to encourage residential developments to locate in urban areas, pursuant to SCCC § 17.01.030(B).
