Any person desiring: (A) to procure water from the city for any property not served by the municipal waterworks, or (B) to obtain additional service connections if the property is presently served by the municipal waterworks, shall make written application therefor on forms provided by the city, and shall pay therefor, in advance, for the water meter, depending upon the desired meter size, in the amount established by city council resolution, plus actual city installation cost.
Any necessary extensions of water mains shall be at the expense of the applicant.

Any person desiring to have his property served by a meter or meters of different size than that then in use shall make written application therefor on forms provided by the city and shall pay in advance therefor a fee calculated as follows: the present cost of the existing meter shall be subtracted from the present cost of the requested meter, both calculated as set forth in the amount established by city council resolution, and the applicant shall pay the difference.

Where the size of the water main permits, the city will install, upon written application, at the expense of the applicant, the necessary meter, for any automatic sprinkler systems. Where it is necessary to lay or extend a larger main to supply the sprinkler service required, such extension or enlargement shall be done at the expense of the applicant. [1937 Code § 496.3.]

Nonresidential Connection Fees. A fee, known as a facilities reserve charge, shall be paid to the city when a water and sewer, or water or sewer only, connection is made for nonresidential purposes. The water facilities reserve charge and the sewer facilities reserve charge shall be in the amount established by city council resolution.

The fee is based on the number of dwelling units involved in any structure and shall be in an amount established by city council resolution.
C. 
Time of PaymentScope of Coverage. The fees set forth in this section shall be paid at the time of the issuance of any required building permit, or at an earlier time as requested in writing by the city engineer and as consistent with applicable law, or at a time set forth by a fee deferral program established by resolution but certainly no later than the time of final inspection.
