The planning commission is designated as the advisory agency regarding subdivisions under the Subdivision Map Act. It has the powers and duties provided in the Subdivision Map Act and this title including:
A. 
Making investigations and reports on the design and improvement of proposed subdivisions and imposing requirements and conditions on them;
B. 
Approving, conditionally approving or denying an application for tentative map approval of subdivisions of five or more parcels;
C. 
Approving, conditionally approving or denying an application for tentative map approval of subdivisions of four or fewer parcels;
D. 
Acting as the appeal board for decisions of the city engineer or city planner (Government Code Sections 66415, 66474.7);
E. 
Recommending to the city council the approval, conditional approval or denial of tentative maps where the application for a tentative map is consolidated with one or more applications for other approvals which are subject to final approval by the city council.

The city council has the powers and duties provided by law and this title, including:
A. 
Approving final subdivision maps and improvement agreements;
B. 
Accepting land or improvements which are proposed for dedication;
C. 
Acting as the appeal board for hearing appeals of planning commission actions, including actions on tentative maps; and
D. 
Acting on the recommendation of the planning commission concerning the approval, conditional approval, or denial of tentative maps where the application for a tentative map is consolidated with one or more applications for other approvals which are subject to final approval by the city council.
When necessary to carry out these responsibilities, the city council may designate and authorize a representative to act on its behalf. (Government Code Sections 66458, 66462.)

The responsibilities of the city planner include:
A. 
Determining whether a proposed subdivision conforms to the general plan, any applicable specific plans, and the zoning ordinance;
B. 
Making recommendations to the planning commission for approval, conditional approval, or denial of a tentative map application for a major or minor subdivision;
C. 
Sending proper notice of proceedings under this title;
D. 
Certifying, as secretary of the planning commission, that the planning commission has approved, conditionally approved, or denied the tentative map for a major or minor subdivision;
E. 
Scheduling, as secretary of the planning commission, any appeal to a decision of the city engineer on an owner-initiated merger, unmerger or lot line adjustment.

The responsibilities of the city engineer include:
A. 
Establishing design and construction details, standards and specifications;
B. 
Determining if proposed subdivision improvements comply with the Subdivision Map Act and this title;
C. 
Examining and certifying that final maps are in substantial compliance with the approved tentative map; and the processing and certification of final maps, reversion to acreage maps, and amended maps and the processing and approval of subdivision improvements plan;
D. 
The processing and approval of waivers of parcel map requirements, lot line adjustments, unmergers, owner-initiated mergers, and certificates of compliance;
E. 
The approval of a parcel map which is in substantial compliance with the tentative parcel map approved by the planning commission;
F. 
The inspection and approval of subdivision public improvements;
G. 
The collection of all required fees and deposits;
H. 
Determinations of violations of the Subdivision Map Act or this title.
When necessary to carry out these responsibilities, the city engineer may designate and authorize a representative to act on his behalf.

The city attorney's responsibilities include approving as to form all subdivision improvement agreements and security, liability agreements and insurance, and the governing documents for a community apartment project, condominium, stock cooperative, or conversion.

When the Subdivision Map Act or this title requires the execution of certificate or affidavit or the performance of an act by a person in his official capacity who is also the owner, subdivider or an agent or employee of a subdivider, the certificate or affidavit shall be executed or such act performed by some other qualified person authorized to act by the city council.
