The planning commission is designated as the advisory agency regarding subdivisions under the Subdivision Map Act. It has the powers and duties provided in the Subdivision Map Act and this title including:
A.
Making investigations and reports on the design and improvement of proposed subdivisions and imposing requirements and conditions on them;
B.
Approving, conditionally approving or denying an application for tentative map approval of subdivisions of five or more parcels;
C.
Approving, conditionally approving or denying an application for tentative map approval of subdivisions of four or fewer parcels;
D.
Acting as the appeal board for decisions of the city engineer or city planner (Government Code Sections 66415, 66474.7);
E.
Recommending to the city council the approval, conditional approval or denial of tentative maps where the application for a tentative map is consolidated with one or more applications for other approvals which are subject to final approval by the city council.
