An "Adopt A Place" program is hereby created for the purpose of encouraging volunteer groups and individuals to perform a useful community service by removing litter from parks, streets, trails, and the Cherry Creek corridor.

The Public Works Director or his or her designee shall be responsible for implementation and operation of the Adopt A Place program.
The Public Works Director or his or her designee shall work with volunteer groups or individuals to establish specific sites within the city that shall be "adopted" by the volunteer group or individual for removal of litter on a regular basis. The Public Works Director shall establish with each volunteer group or individual a schedule for removal of litter from adopted parks, streets, trails, and the Cherry Creek corridor.

All volunteers shall be required to wear orange safety vests and shall observe safety regulations provided by the city. Distribution of safety regulations to individual volunteer members shall be the responsibility of the volunteer group.

Prior to participating in the program, all volunteer groups or individuals shall execute an agreement setting forth the obligations of both the city and the volunteer groups or individuals relative to the Adopt A Place program.
All participants must sign a consent form of one (1) year's duration, pledging to keep their adopted place clean. Either the city of Glendale or the participant can withdraw, without cause, from this program with thirty (30) days' written notice.

The city shall furnish orange safety vests for each participant, as well as trash bags required for removal of trash from the site. The city shall arrange for the removal of full trash bags on a specified day and location.
