The general purpose of the ordinance codified in this chapter is to allow specific term occupancy permits for public rights-of-way in areas designated by the City Manager.
The Public Works Director may recommend to the City Manager a designated portion of the right-of-way for availability of occupancy permit after considering the following factors:
The City Manager, after reviewing the Public Works Director's recommendation, may designate a portion of the right-of-way to be temporarily available for occupancy of exclusive vehicle parking.

The City Manager shall notify adjacent property owners of the availability of the designated right-of-way by regular mail at least twenty (20) days prior to the deadline for accepting applications.

Applicants for an exclusive vehicle parking occupancy permit shall file an application with the Public Works Director on forms to be provided for that purpose. The application shall be accompanied by the following information:
Site plan showing the location of all parking spaces, striping plan, signage to be installed, and compliance with all required fire lanes for all adjacent structures;
Description of proposed operation of the proposed parking on the designated right-of-way, which shall include control of unauthorized parking and removing cars parked at unauthorized times; and
Evidence that the applicant has been or will be issued liability insurance coverage in such amount as the office of City Manager deems necessary, with the city of Glendale named as an additional insured.

Before issuing an exclusive vehicle parking occupancy permit, the City Manager shall review the following:
The application for compliance with all other ordinances and regulations of the city of Glendale, with the aid of the Public Works Director, Building Official, Fire Marshal, and Police Chief.
If more than two (2) applications are submitted and approved for a particular designated right-of-way, the City Manager shall determine the allocation to applicants by the following factors:
Payment of the monthly per-parking space fee for an exclusive parking occupancy permit issued under this chapter in the amount of thirty dollars ($30.00) for the months with all-day use and twenty dollars ($20.00) for months with limited use;
The operational requirements as requested by the City Manager, including, but not limited to, no overnight parking from October to April, signage of parking spaces, scheduling for city street sweeping and maintenance, and removal of cars as needed by the agreement;
A statement that the permit is subject to the provisions of this chapter and shall conform to operational requirements required by the City Manager; and
Ensure that all other necessary licenses or permits have been issued, including sales tax licenses and County Health Department approval, where applicable.

The permit may renew for up to two (2) additional one (1) year periods.
