With the exception of Chapter 11.04 WCC, violations of this title shall constitute Class 2 civil infractions pursuant to RCW 7.80.120. The maximum penalty and the default amount for such violations shall be consistent with Chapter 7.80 RCW. All violations shall be heard and determined in accordance with the system established in Chapter 7.80 RCW, as now stated or hereafter amended; except those offenses described in WCC § 11.28.010 and § 11.28.020 shall be classified and punishable by imprisonment in the county jail for a maximum term of six months or a fine of not more than $1,000 or by both such imprisonment and fine.

If any section, subsection, sentence, clause or phrase of this chapter or amendment thereto or its application to any person or circumstance, is held invalid, the remainder or application to other persons or circumstances shall not be affected.
