The Village Board finds that the unregulated installation and operation of Geothermal Systems poses potential risks to public health, safety, and the environment, including but not limited to creating direct pathways for surface or subsurface contaminants to enter the aquifer. This risk is heightened in coastal communities like the Village, where the aquifer is particularly vulnerable to saltwater intrusion and contamination, and is the primary water source for the Village.

The construction, installation, operation, or maintenance, of a Geothermal System for any purpose, shall be prohibited unless approved by the Village Board.
