In all parking meter zones, a parking meter shall be installed for each parking space. Despite the foregoing, instead of traffic meters, computerized traffic kiosk stations or other similar traffic parking payment centers may be used by and implemented by the Borough. Where such kiosks or centers apply to many spaces, they may be installed at such locations as the Borough considers necessary and appropriate. All parking spaces shall be designated by lines or markings on the highway. Every vehicle parked in any parking meter zone shall be within the lines of the designated parking space.
Parking meters shall be placed on the sidewalk or curb immediately adjacent or next to each designated parking space and in such manner as to show or display by a signal that the parking space controlled by such meter is or is not legally occupied. Where the Borough uses traffic kiosks or parking stations as stated in § 326-29, then such kiosks or stations may be installed at such locations as the Borough considers necessary and appropriate, and they need not then be installed immediately adjacent or next to each designated parking space. Each parking meter, kiosk or parking station will show by a proper legend the established legal parking time and the fee or charge therefor and, when in operation, shall also indicate the duration of the period of legal parking and any illegal or overtime parking.
A. 
The parking meter rates shall be $0.80 per hour. The parking meter rates established by this section may be changed from time-to-time hereafter by resolution of Borough Council.
B. 
Upon entering a designated parking space, the vehicle’s operator shall immediately deposit or cause to be deposited the coin or coins in United States currency, or other accepted means of payment, required according to the legally posted notices applicable to the parking space occupied, in the designated slot of the parking meter, kiosk or parking station controlling this parking space and, in a manually operated parking meter, pull or turn the lever or knob in the way required to place the parking meter in operation. After the deposit of these coins or other accepted means of payment, the parking space may be lawfully occupied by any vehicle during the time indicated on the parking meter, kiosk or parking station.
A. 
No person shall deposit or cause to be deposited in any parking meter, parking kiosk or parking station any slug, device or any other substitute for a coin of the United States. Slugs shall not include tokens issued by the Borough.
B. 
No person shall deface, injure, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter, parking kiosk or parking station installed under this chapter.
A. 
Nothing in this chapter shall be construed as prohibiting the Borough from providing for free parking space for loading and unloading, for bus stops, for taxicab stands or for other similar matters.
B. 
The police for the Borough have the authority to issue and post any signs regulating meter parking when this action is necessary for temporarily regulating traffic and parking. Whenever a sign has been placed on the head of a parking meter, parking kiosk or parking station, no vehicle shall be parked in the spaces regulated by such meter while the sign remains on them.
C. 
The Borough shall have authority to establish no-parking or special-purpose parking zones within any parking meter zone and to remove parking meters from those areas as previously installed there, and this chapter shall not apply in those areas where no parking or special purpose parking is in effect.
