No person shall drive a vehicle upon a city street at a speed greater than the maximum speed limit for such street, or portion thereof, as established by resolution of the city council. The maximum speed limits so established by council resolution shall become effective when appropriate signs giving notice thereof are erected upon the streets designated in the resolution.
