A. 
Except as provided in this chapter, Ordinance No. 7583 of the county of Los Angeles, as amended to and in effect on July 11, 1967, is adopted by reference as an ordinance of the city. Said ordinance as now constituted and from time to time amended shall constitute and may be referred to as the health code of the city.
B. 
Three copies of Ordinance No. 7583, as amended, of the county of Los Angeles have been deposited in the office of the city clerk and shall be maintained by the city clerk for use and examination by the public.

Ordinance No. 9375 of the county of Los Angeles, an amendment to the Public Health Code, is hereby adopted as an amendment to the health code of the city.
B. 
Copies of Ordinance No. 9375 are available in the office of the city clerk of the city and will remain available for review by members of the public.

Ordinance No. 10075 of the county of Los Angeles, an amendment to the Public Health Code of the county of Los Angeles, is hereby adopted as an amendment to the health code of the city.
B. 
Three copies of Ordinance No. 10075 are available in the office of the city clerk, and the city clerk shall maintain such copies available for review by members of the public.

The health code of the city is amended by adding thereto Section 612, which shall read as follows:
612. Nuisance. Summary Abatement.
When the health officer, acting under any authority vested in him, finds that a condition or nuisance exists within the City of Bell Gardens which endangers the public health, safety and welfare and orders the same to be abated and the person or persons be they the owner or occupant of property fail to comply with the order of abatement then in that event the health officer may request the City of Bell Gardens and any of its departments or agents possessing the necessary manpower and equipment to perform the work required to abate such nuisance. The cost of performance of such work shall be recovered by the City of Bell Gardens from the person or persons responsible for the creation of said nuisance. For purposes hereof the owner and/or occupant of property shall be charged with the responsibility of maintaining the property in such a manner so that the same does not create a nuisance to persons or property in the City of Bell Gardens and does not endanger the public health, safety or welfare of persons or property in this City.

The provisions of BGMC § 8.04.165, § 8.04.225, § 8.04.275, § 8.04.337, § 8.04.405, § 8.04.752, § 8.04.755, § 8.04.930, and § 8.04.943 and the provisions of Chapter 11.11 of Title 11 of the Los Angeles County Code, as enacted by and referenced in Los Angeles County Ordinance 97-0071, effective January 16, 1998, fully express the city council's will and intention to grant authority to county health officers to enforce regulations regarding food handler training certification and posting of letter grade cards and inspection scores in food establishments within the city, and are hereby adopted by reference as an amendment to the health code of the city.
