City streets are eligible to be designated as a "shared street" regulated under this chapter when such streets meet the following criteria:
(1) 
Street segments are eligible when the number of pedestrians/cyclists is likely to exceed the number of vehicles during most days of the week and hours of the day, the need for delivery access and the presence of on-street parking is minimal, and the segment is less than 975 feet in length.
(2) 
Transit route streets are eligible under the condition that the City consults with Kitsap Transit regarding the shared streets status prior to designation.
(3) 
Prior to designation as a shared street, the street shall have some of the following features installed: textured pavement, flush curbs, pinch points allowing one-way traffic, a defined entrance with signage, pedestrian level illumination, and planters/trees/street furniture placed to create protected zones for pedestrians. Residential shared streets shall have a minimum of two of the features in this subsection to be eligible for the shared street designation. Commercial/mixed-use shared streets shall have at least four of the features in this subsection to be eligible for the shared street designation.
(4) 
The City Engineer recommends such designation for the street after consulting the Fire Code Official.
(5) 
The City Council may by ordinance declare and establish City shared streets that meet the criteria in this section.

It shall be unlawful for the operator of any vehicle to operate the same at a speed in excess of 10 miles per hour on a shared street when such street is fully posted with speed limit signs.
