This chapter is necessary in order to minimize water quality degradation by preventing the siltation of the city's water bodies; to protect property owners adjacent to developing land from increased runoff rates which could cause erosion of abutting property; to promote sound development policies which respect and preserve the city's watercourses; to insure the safety of the city streets and rights-of-way; and to decrease surface water damage to public and private property.
