The sewer maintenance fund has been established for the collection of fees and the payment for the use of operating, maintaining and improving the sanitary sewer system and for maintaining the street surface over the sanitary sewers in the city of South Gate, and the operation of this fund should continue.

All moneys received subsequent to September 1, 1981, by virtue of the imposition of the sewer service charge are to be placed in the sewer maintenance fund. The city council has and does in the future reserve the right to make transfers to and from the sewer maintenance fund for purposes benefitting the sewer collection system.

There is imposed a base sewer service charge on all persons, firms or entities who deposit their sewage into the city sewer system. A minimum sewer service charge on all persons, firms or entities who deposit their sewage into the city sewer system is also imposed if the quantity rate generates less than the minimum charge. Rates for such charges shall be established by resolution and shall be adjusted annually for inflation.

In the event that all other sewer service charge rates provided for herein are voided by action of the city council, the sewer user is not a city water customer and the city has not elected to use an outside bill collection service, and the city cannot otherwise obtain water use amounts, the user shall pay a flat rate sewer charge as set forth by resolution.

The levies specified in this chapter for residential commercial and industrial sewer users shall be invoiced and collected in the same manner as the water and/or refuse collection charge now billed within the city of South Gate, or in such manner as the city council shall determine.
