It shall be unlawful for any person to dispose of household furnishings or goods by garage, rummage, estate or other sale without obtaining a permit from the village manager. The permit shall be subject to the requirements of this article.

Only one permit for a rummage sale, or one permit for an estate sale, shall be issued to a household within a 12-month period commencing from the date of the first permit, except the village manager may issue an additional permit if in his judgment an additional permit is warranted by special circumstances.

The rummage permit fee shall be such amount as established by the village board from time to time by ordinance or resolution, to be paid at the time of application. The permit must be displayed in a prominent location on the premises during the sale.

A permit for a rummage sale or estate sale shall be valid for three consecutive days only, covering a period extending no longer than 10:00 a.m. to either 8:00 p.m. or dusk, whichever is later.

Household furnishings or goods regulated by this article may be placed only in the garage and on not more than 500 square feet of driveway space.

Signs pertaining to rummage, garage, estate or other sale regulated by this article shall not require a separate permit under chapter 116 but shall be permitted only on the premises of the sale.
