It shall be unlawful to drain water or other substance in or upon any public properties, roadways, thoroughfares or rights-of-way within the city of South Gate from any commercial or manufacturing activity or from any swimming pool, air condition or refrigeration unit.

Any person, firm, company or corporation violating any of the provisions of this chapter shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punishable by a fine of not to exceed one thousand dollars, by imprisonment in the city jail of the city of South Gate, California, or in the county jail of the county of Los Angeles, California, as the committing magistrate may direct for a period of not more than six months, or by both such fine and imprisonment in the discretion of the court.
