The city services director shall be head of the streets and roads department, the sanitation and drainage department, the public buildings and parks department, the light, power and water department and the cemetery department. The city services director may also be charged with the management and supervision of city engineering, planning, and building departments.

The city services director shall be appointed by the city manager, shall serve at the will and pleasure of the city manager and shall receive such compensation as may be fixed from time to time by the city manager, within the compensation plan adopted by the city council.

The city services director shall conform to and cause the employees or workmen of the streets and roads department under him to obey the rules and regulations prescribed by the council, or that may from time to time be adopted and prescribed for the government of the department. The city services director shall superintend the opening and extension of all new streets, sidewalks, alleys and avenues; and the widening, straightening, grading, planking, macadamizing, paving, guttering, curbing, sprinkling and improving of all existing public streets, sidewalks, alleys and avenues, and all streets, sidewalks, alleys and avenues which may be hereafter opened and dedicated to the public use.

The city services director shall have charge and control of the city wastewater treatment facility, sewer and storm water collection systems and shall supervise and have charge and control of the construction and repair, all alterations of all sewers and storm drains in the city, and may, when authorized so to do, enter into contracts for the construction, repair or alterations of the sewers or storm drains and the furnishing of materials used therein, subject to the approval of the council, and shall from time to time make such reports and recommendations as he may deem for the best interests of the city.

The city services director shall have general supervision of all lands, parks and buildings belonging to the city and all trees, shrubs, plants and walks within the boundaries of such parks, excepting the municipal golf course and the renting of the municipal ball park known as Bryant Field, and shall report the condition of the same from time to time to the council with any recommendation he may deem proper.

The city services director shall have charge of and attend to all matters connected with the lighting of the city by electricity or any other means of lighting used by the city and the furnishing of water to the city, and it shall be his duty to see that such contracts or agreements as may be made between the city and any other person for the lighting of the city, or for the supplying of any electric power to the city for any purpose, or for supplying water to the city for any purpose is strictly complied with, and to report to the council any violation thereof, and shall from time to time report to the council any matters pertaining to his department and make such recommendations as he may deem for the best interests of the city.

The city services director shall have the general supervision of the city cemetery and shall from time to time report the condition of the cemetery to the council with such recommendations in regard to the cemetery as he may deem in the best interest thereof. The city services director or his designee shall also serve as the secretary to the cemetery commission.
