The planning and historic preservation commission shall meet at least once a month, keep a public record of its resolutions, findings and determinations, and adopt rules and regulations pertaining to its meetings and the transaction of its business. The commission's rules and regulations, or any amendments thereto, shall not become effective until approved by a majority of the city council. Special meetings may be called at any time by the chairman or by two members of the commission. Four members shall constitute a quorum for the transaction of business except as otherwise provided in state law or ordinance of the city. No action shall be taken without receiving the affirmative vote of at least four members of the commission.
In holding regular, special and adjourned meetings, the commission shall abide by the provisions of the Ralph M. Brown Act of the state of California (Government Code Section
54950 et seq.).
The commission shall, immediately after appointment, and thereafter, at yearly intervals, meet and choose one of its members to act as chairman and vice-chairman. The commission shall cause the staff to keep an accurate record of its proceedings.
