The city council declares its purpose and intent in enacting this chapter is as follows:
(1) 
Halloween, celebrated on October 31st of each year, although bringing much enjoyment to children and adults, alike, does cause some safety problems for the children and inconvenience to the adults when the children stay out too late "trick or treating."
(2) 
An establishment of a reasonable time period when "trick or treating" will be permitted will tend to protect the health and safety of the children and reduce the inconvenience of the adults.

Every parent, guardian or other person having the legal care, custody or control of any minor, who knowingly aids, abets, encourages, allows or permits said minor to violate any provision of this chapter is guilty of an infraction.

Any person violating any of the provisions of this chapter shall be deemed guilty of an infraction, punishable by a fine of fifty dollars.
