The city council declares its purpose and intent in enacting this chapter is as follows:

Halloween, celebrated on October 31st of each year, although bringing much enjoyment to children and adults, alike, does cause some safety problems for the children and inconvenience to the adults when the children stay out too late "trick or treating."
(2)
An establishment of a reasonable time period when "trick or treating" will be permitted will tend to protect the health and safety of the children and reduce the inconvenience of the adults.
