The following definitions shall apply in construing the provisions of this chapter:
(1) "Central traffic area"
means E Street between Third Street and Tenth Street, Tenth Street between E Street and H Street, D Street between First Street and Ninth Street, C Street between First Street and Ninth Street, F Street between Third Street and Tenth Street, Fifth Street between B Street and H Street.
(2) "Cruising"
means the driving of a motor vehicle on a street or highway within the central traffic area past a traffic control point in traffic which is congested at or near the traffic control point, as determined by the ranking police officer on duty in the affected area, three or more times within a four-hour period if on any prior trip past such control point during such four-hour period, the vehicle operator was given a written notice that further driving past the control point within four hours after such notice was given would be a violation of the provisions of this chapter and would subject the violator to the penalties set forth herein.
(4) "Motor Vehicle"
shall have the meaning set forth in Section 415 of the Vehicle Code.
(6) "Traffic control point"(a) (b) (c)
means any location within the central traffic area which is temporarily established for the purpose of:
Monitoring the movement of motor vehicles past such location;
Warning persons that further driving past such location within a four-hour period will constitute a violation of the ordinance codified in this chapter; and
Determining those persons who violate the ordinance codified in this chapter by driving past such location within four hours after having received such warning.
