The chief electrical inspector shall have a right during reasonable hours to enter any building in the discharge of his official duties, or for the purpose of making any inspection, reinspection or test of the installation of electrical wiring, devices, appliances, apparatus and equipment contained therein, except that the inspector is not empowered to enter any dwelling while the same is occupied as a dwelling, without the consent of the occupant thereof. The chief electrical inspector shall have the authority to cut or disconnect any wire in case of emergency where necessary for safety to life or property, or where the wire may interfere with the work of the fire department. The chief electrical inspector is hereby authorized to disconnect or order discontinuance of electrical service to any electrical wiring, devices, appliances, apparatus or equipment found to be dangerous to life or property because they are defective or defectively installed until the electrical wiring, devices, appliances, apparatus and equipment and their installation have been made safe and approved by the chief electrical inspector.
