The city council and the planning commission, with the assistance of the city planner, may prepare or cause to be prepared for adoption by the city council, specific plans or any amendments thereto based on the general plan which, in the council's or commission's judgment, are necessary or convenient for the systematic implementation of the general plan. A specific plan shall include the matters specified in the California Government Code and may include other matters as the council's or commission's judgment deems necessary or convenient to further the interest of the city.
