It is the purpose of this chapter to increase the supply of single-family housing and variety of housing types available to the public by establishing a procedure to locate mobilehomes on permanent foundations on private lots while protecting the surrounding neighborhood from potential adverse effects.

As used in this chapter the term "mobilehome" means and includes "mobilehomes," "manufactured housing" and "factory-built housing" as such terms are defined in Division 13, Part 2, Chapter 1 and Division 13, Part 6, Chapter 2 of the Health and Safety Code. The term "manufactured housing" does not include "commercial coaches," "recreational vehicle," or "travel trailer" as such terms are defined in Division 13, Part 2.1 of the Health and Safety Code.

Mobilehomes located on permanent foundation systems on private lots are subject only to those restrictions and development standards that apply to other single-family dwellings in the same zones.

Prior to the installation of a mobilehome on a permanent foundation system on an R-1 lot, the following provisions must be met:
(a) 
A building permit must be obtained from the building official and the permanent foundation system must be in accordance with the city building codes and state regulations, including but not limited to California Health and Safety Code Section 18551.
(b) 
The mobilehome must be certified under the National Mobile Home Construction and Safety Standards Act of 1974, or must be constructed after July 1, 1976, and shall be certified as conforming to all applicable federal and state laws, codes and regulations and shall not be altered in violation of such laws, codes, and regulations.
(c) 
The mobilehome shall be occupied only as a single-family dwelling.
(d) 
The mobilehome shall have a minimum width of twenty feet.
(e) 
The mobilehome shall be subject to all provisions of the zoning laws applicable to residential structures, including but not limited to setback requirements and parking requirements.
(f) 
The mobilehome shall be compatible with the surrounding neighborhood with respect to the following items:
(1) 
All mobilehomes shall have a roof overhang of at least one foot.
(2) 
All mobilehomes shall have a roof consisting of shingles or other material customarily used for conventional dwellings.
(3) 
All mobilehomes shall have a nonmetallic exterior material commonly found in new conventionally built residential structures in the surrounding area. The exterior covering material shall extend to the ground. Alternative skirting materials commonly found on conventionally built residential structures will be considered compatible.
(g) 
The finish floor shall be a maximum of twenty-five inches above the exterior finish grade of the lot.
(h) 
Towbars, wheels, and axles shall be removed when the mobilehome is installed.
(i) 
The mobile electrical, gas, water, and drain connections shall be made permanent in a manner applicable to permanent buildings. Gas shut-off valves, meters and regulators shall not be located beneath the mobilehome.
