All accessory buildings shall comply with the following performance standards:
(a) 
Accessory buildings shall maintain a minimum clearance of five feet from all property lines and a minimum clearance of six feet from any other buildings.
(b) 
Accessory buildings may occupy a maximum of fifty percent of the rear yards in residential zones.
(c) 
Accessory buildings in residential zones may not exceed a height of eight feet at roof eaves and fifteen feet at roof peak.
(d) 
Accessory buildings that are larger than one hundred twenty square feet in size shall be subject to review and approval by the city planner for design and appearance compatibility with surrounding buildings.
(e) 
Accessory buildings shall not be located within the front yard.

(a) 
Temporary Construction. Cargo containers may be allowed as temporary installations in connection with construction performed under a building permit (or similar permit or authorization, if approved by the city planner) not to exceed six months or until construction has been completed, whichever is less. Extensions beyond six months must be approved by the city planner.
(b) 
Temporary Storage for Industrial Uses. Cargo containers may be allowed as temporary storage for industrial uses (for periods not exceeding one year), subject to the following standards:
(1) 
Visually screened from residential areas if located within one hundred feet of the residential zone.
(2) 
Shall not be stacked.
(3) 
Shall not occupy any required parking spaces, landscaped area or pedestrian access.
(4) 
Shall be painted a uniform color approved by the city planner.
(5) 
Shall not incorporate any signs or advertising.
(6) 
Shall be maintained free of graffiti.
(7) 
Shall not be used for any human occupancy.
(c) 
Any other installation of cargo containers shall be considered permanent structures, shall only be allowed in the industrial zoning districts and shall be subject to all zoning requirements, design review, and the requirements of Title 13. Cargo containers as permanent installations shall comply with the following standards:
(1) 
Visually screened from residential areas if located within one hundred feet of the residential zone.
(2) 
Shall not be stacked.
(3) 
Shall not occupy any required parking spaces, landscaped area or pedestrian access.
(4) 
Shall be painted a uniform color approved by the city planner.
(5) 
Shall not be used for automotive repair, practice facilities for musical bands, living quarters for human habitation, the keeping of animal life, storage of hazardous materials, wood, metal or other working shops, for business, or for hobby, office, and other business activities (except the office for the facility and storage of personal belongings).
(6) 
Shall not have separate sewer, water or electrical services except for needed lighting purposes.
(d) 
Existing Nonconforming Cargo Containers. Any cargo container installed prior to the effective date of the ordinance codified in this section which is rendered nonconforming by the provisions of this section shall be removed or made to conform no later than January 1, 2008.

All drive-through facilities shall comply with the following standards:
(a) 
All drive-through facilities shall require a use permit approved by the planning commission.
(b) 
Entries and/or exits to drive-through facilities shall be a minimum of one hundred feet from any intersection, or from another drive-through facility on the same side of the street, except within a shopping center. Shorter distances from road intersections may be approved if the city services director determines that public safety and/or the efficiency of traffic circulation will not be compromised.
(c) 
Drive-through stacking lanes shall be a minimum one hundred feet from any residential zoned lot. The planning commission may modify or waive this requirement if it determines that the impacts to nearby residences will be avoided.
(d) 
Sound attenuation walls, landscaping or other mitigation measures may be required as necessary to mitigate drive-through speaker and traffic noise on nearby residential uses.
(e) 
Drive-through aisles shall have a minimum twelve-foot width on curves and a minimum eleven-foot width on straight sections.
(f) 
Drive-through aisles shall provide sufficient stacking area behind the menu board to accommodate a minimum six cars (approximately one hundred fourteen feet).
(g) 
No drive-through aisles shall exit directly into a public right-of-way. Aisles shall be integrated with the on-site circulation and shall merge with the driveway.
(h) 
Drive-through aisles shall be separated from landscaping areas by a six-inch high, poured in place, concrete curb or other suitable protective device meeting city approval.
(i) 
Landscaping shall screen drive-through aisles from the public right-of-way and shall be used to minimize the visual impacts of readerboard signs and directional signs.

All mini storage warehouses shall comply with the following standards:
(a) 
Mini storage warehouses shall not be used for automotive repair, practice facilities for musical bands, living quarters for human habitation, the keeping of animal life, storage of hazardous materials, wood, metal or other working shops, for business, or for hobby, office and other business activities (except the office for the facility and storage of personal belongings).
(b) 
Storage units shall not have separate sewer, water or electrical services except for needed lighting purposes.
(c) 
The facility, including the caretaker's/manager's residence, the storage units, and the office shall be designed using roof and building materials and colors compatible with adjacent developments.
(d) 
Setback. The outdoor storage of materials shall be a minimum of twenty feet from the property lines adjacent to residential land uses.
(e) 
Storage building over one story shall be set back a minimum of thirty feet from the property lines.
(f) 
To ensure security when personal storage facilities are adjacent to residential land uses, the police department may require security measures, such as controlled access, alarms, or video cameras.
(g) 
All wall-mounted lights shall be located on the building below the roofline of the storage facility and shall be directed downward. Freestanding lighting shall not exceed sixteen feet in height, and shall be set back a minimum of fifty feet from the property line adjacent to the residential land uses.
(h) 
Mini storage warehouse sites shall be screened from public view by construction of a minimum six-foot-high masonry screen wall.
(i) 
Storage facilities that abut a public right-of-way shall be screened with a minimum ten-foot-wide landscape buffer adjacent to the public rights-of-way with shrubs (minimum five-gallon size) and evergreen trees (minimum fifteen-gallon size placed a minimum twenty feet on center) along the property line abutting the street.

All service stations shall comply with the following performance standards:
(a) 
No visible oil drainage pit or appliance for any such purpose other than filling caps shall be located within twelve feet of any public right-of-way or within twenty-five feet of any R district, except where such pit or appliance is within a building.
(b) 
Open storage of materials and equipment, including rental trailers, shall be permitted only within an area surrounded and screened by a solid wall or fence not less than six feet in height.
(c) 
The minimum distance between service station sites shall be five hundred feet within the medical arts district.

All emergency shelters, if allowed in accordance with the underlying zoning district, shall be subject only to the same development standards that apply to the other permitted, or conditionally permitted, uses in those zones, except for the following requirements unique to emergency shelters, as authorized by Government Code Section 65583(a)(4):
(a) 
Shall not be located within five hundred feet of any preschool, elementary school, or high school or within three hundred feet of another emergency shelter, unless such social service is located within the same building or on the same lot.
(b) 
The maximum number of beds or persons permitted to be served nightly by the facility shall not exceed the maximum density allowed by the zone in which it is proposed or forty beds or persons in zones without a maximum density.
(c) 
There shall be adequate space inside the structure such that prospective and current residents are not required to wait on sidewalks or any other public rights-of-way.
(d) 
There shall be a gated and fenced outdoor area.
(e) 
Security lighting shall be installed and maintained to provide adequate lighting of the property.
(f) 
The maximum length of stay by a homeless person in an emergency shelter shall be six months.
(g) 
Off-street parking shall be required based upon demonstrated need, but not to exceed parking requirements for other residential or commercial uses within the same zone.
(h) 
A management plan is required for all emergency shelters to address management experience, good neighbor issues, transportation, client supervision, client services, and food services. Such plan shall be submitted to and approved by the city planner. Minimum standards and practices in the plan shall be as follows:
(1) 
The emergency shelter shall be operated by a responsible agency or organization, with experience in managing or providing social services.
(2) 
The emergency shelter shall have an identified administrator and representative to address community concerns.
(3) 
The emergency shelter shall provide at least one responsible on-site supervisor at all times for every ten occupants.
(4) 
Residents shall be evaluated by persons experienced in emergency shelter placement.
(5) 
The program shall identify a transportation system that will provide its clients with a reasonable level of mobility including, but not limited to, access to social services and employment opportunities.
(6) 
Medical assistance, training, counseling, and personal services essential to enable homeless persons to make the transition to permanent housing may be provided, with or without meals, as an incident to the operation of an emergency shelter.
(7) 
Referral services shall be provided to assist residents in obtaining permanent housing and income. Such services shall be available at no cost to residents of a shelter.
(8) 
All emergency shelters shall be maintained in a safe and clean manner and free from refuse or discarded goods.

Single-room occupancy (SRO) units provide a valuable source of affordable housing for individuals and can serve as an entry point into the housing market for very low income and formerly homeless people. All SROs, if allowed in accordance with the underlying zoning district, shall be subject only to the same development standards that apply to the other permitted, or conditionally permitted, uses in those zones, except for the following requirements unique to SROs:
(a) 
Occupancy. An SRO unit shall be occupied by a single person. Occupancy of SRO units may be restricted to seniors or be available to persons of all ages.
(b) 
Special Development. Units in an SRO housing development shall consist of a single room and may have a private or shared bathroom. A shared common kitchen and activity area may also be provided.
(c) 
Management Standard. On-site management shall be provided.
