During any emergency requiring services of the fire department, the chief or his authorized agent is authorized to establish fire lines on a public street or private property by roping the same, or by stationing a fireman in uniform or a police officer, to direct traffic, and it shall be unlawful for any person to disregard or fail to obey the orders of the fireman or police officer, or to run over the rope or to operate any vehicle inside fire lines.
