All electrical and/or communication facilities, including but not limited to wires or cables, incidental to use and/or occupancy of any area of real property within the city shall be installed underground.

Prior to commencement of any electrical construction work within the city a permit therefor must be obtained from the Department of Labor and Industries of the state, Electrical Division.

All electrical construction work hereafter performed within the city shall be in accordance with the National Electrical Code and all applicable laws of the state.
