A. 
The Mayor may appoint, with the consent of a majority of all members of the Governing Body, a licensed practicing attorney who shall serve as general counsel and represent the City in all municipal legal affairs and shall be the official legal advisor to the Mayor, Governing Body, and City Manager and who shall serve as director of the legal department.
B. 
In lieu of an appointed City Attorney and pursuant to applicable procurement laws, the City may enter into one or more contracts for provision of the City's legal services.
C. 
In the event that the City Attorney is an independent contractor of the City, he or she shall be selected on a request for proposal basis in accordance with the City's Procurement Policy. The Mayor, or the Mayor's designee, shall be on the evaluation committee reviewing the proposals.

The City Attorney shall attend Governing Body meetings as requested by the Mayor or City Manager.
A. 
When called upon by the Mayor or City Manager, the City Attorney shall render opinions upon legal questions that may arise in the administration of the laws of the City or relating to proposed legislation, policy, or litigation.
B. 
The City Attorney shall also provide legal advice to the Department Directors of the City upon approval or direction of the City Manager. The City Attorney shall provide such other responsibilities as are contained in the job description and serve under the general supervision of the Mayor.
C. 
The City Attorney shall have primarily responsibility for the City in all lawsuits brought by or against the City.
D. 
The City Attorney shall be required to advise and render legal opinions to the appointed boards and commissions of the City from time to time as directed by the Mayor or City Manager.
