The rates and charges for the use of water supplied by the city shall be as established by resolution.

No person shall use water supplied by the city without paying for such water.

In case any water meter of 1¾ inches or less in size stops or for any reason fails to register accurately within 2% or upon failure to read the meter, the city clerk's office may estimate the monthly bill for water to be based on the average quantity consumed during the preceding three months. This average bill shall be rendered, and the amount thereof be considered as due and payable provided no objection is made to the amount thereof at the city clerk's office by the customer on or before the date specified for payment.

In all cases where the consumer's piping or plumbing is divided, thus necessitating the use of two water meters, each meter shall be handled and regarded as separate and distinct rates and minimum charges shall be billed for each meter until such plumbing or piping is so arranged as to permit the use of only one meter. Under no circumstances shall the consumption shown by two or more meters in use by the same consumer be added or lumped in order to reduce the net sum due the city.

In case water service is rendered for less than the regular billing period of 30 days, the bill shall be prorated on the basis of the number of days served or the amount of water used, whichever is higher. In no case shall a bill be rendered for service for less than the minimum charge.

It shall be the customer's responsibility to notify the city clerk's office upon vacating the premises to discontinue the water service. Failure to give such notice will result in minimum charge being billed. No adjustments or credit shall be made for discontinuance of service for less than one month. Bills for premises to which water service is discontinued must be paid at the time of disconnection of service.

A fee in the amount established by resolution shall be paid to the city for reconnecting or restoring water service.
