A. 
No unauthorized person shall construct any building sewer, nor uncover, make any connections with or opening into, use, alter or disturb any public sewer or appurtenance thereof without first obtaining a written permit from the city.
B. 
There shall be two classes of building sewer permits:
(1) 
For residential and commercial service; and
(2) 
For service to establishments producing industrial wastes.
In either case, the owner or his agent shall make application as described elsewhere in this article. The permit application shall be supplemented by any plans, specifications or other information considered pertinent in the judgment of the city manager.

A. 
After the contract for the new sewer service connection has been entered into and the necessary extensions of city mains or line have been completed, the private service line may be connected. Connections of service lines to city mains may only be made by a licensed and approved plumber using approved procedures and materials. It shall be the responsibility of the property owner to extend, connect and maintain the service line from the main to point of utilization on the private property. Each separate dwelling or business shall have and shall be considered to have separate connections.
B. 
The owner of the property receiving the benefit of a sewer service connection to the city's sewer system shall pay to the office of the city clerk the appropriate connection fee as established by resolution for the privilege of such connection. It shall be an offense for any person, to make an opening in any city sewer main and/or related apparatus without first receiving appropriate approval from the city.

All costs and expense incident to the installation and connection of the building sewer shall be borne by the owner. The owner shall indemnify the city from any loss or damage that may directly or indirectly be occasioned by the installation of the building sewer.

No person shall make connection of roof downspouts, exterior foundation drains, areaway drains or other sources of surface runoff or groundwater to a building sewer or building drain which in turn is connected directly or indirectly to a public sanitary sewer.

No property owner shall be allowed to connect or permit to be connected to his sewer system any sewer line or pipe serving any other property than his own and used by him exclusively, and all such sewer connections furnishing sewer service to other property owners or occupants shall be discontinued. Any property owner or occupant furnishing sewer service through his service line to another property owner or occupant shall immediately be disconnected from the sewer system. The connection used by such person may be taken out and not replaced until connection is broken from such separate premises and a fee in the amount established by resolution shall be charged for resetting of such connection.
B. 
A separate and independent building sewer shall be provided for every building; provided that where one building stands at the rear of another on an interior lot and no private sewer is available or can be constructed to the rear building through an adjoining alley, easement, court yard or driveway, the building sewer from the front building may be extended to the rear building and the whole considered as one building sewer.
C. 
In the event of the subdivision of any parcel or piece of ground and the placing or construction of other dwellings or commercial buildings thereon, the service installed for the use of the original building and its appurtenances shall be deemed to have been installed only to supply sewer service to such buildings or appurtenances immediately adjacent to the service connection. New sewer service shall be installed as in the case of any other original installation.

Old building sewers may be used in connection with new buildings only when they are found, on examination and test by the plumbing inspector, to meet all requirements of this article.

The size, slope, alignment, materials of construction of a sewer, and the methods to be used in excavating, placing of the pipe, jointing, testing and backfilling the trench, shall all conform to the requirements of the building and plumbing codes or other applicable rules and regulations of the city. In the absence of code provisions or in amplification thereof, the materials and procedures set forth in appropriate specifications of the ASTM and WEF Manual of Practice No. 9 shall apply.

All service pipes shall be of a size suitable for conducting the amount of sewage likely to be required without excessive friction loss, but not less than the carrying capacity of four inches of approved material.
B. 
The service line being connected from the city sewer main to the structure shall be either cast iron pipe with slip type "O" ring joints or PVC schedule 40 plastic lines.
C. 
All excavations required for the installation of a building sewer shall be open trench work unless otherwise approved by the city manager and be in compliance with city's plumbing code.
D. 
Service line connections to the sewer main shall be made with a tapping saddle and shall be concreted at the main so as to form a collar. No 90º bends and/or elbows and no more than two 45º bends will be permitted to be used to connect to the main. All connections are to be made at the top of the sewer main when possible. In no case will a sewer connection be allowed below the top half of sewer main unless approved by the city manager.
E. 
All service lines connected to the sewer system shall be inspected and approved by the city manager or his designated representative prior to covering.
F. 
Any connections and/or service line extensions made in a public street, alley or easement shall be backfilled and compacted with acceptable material as directed and approved by the city engineer.
G. 
Whenever possible all service lines and/or connections located with a public street, alley or easement shall have a minimum cover of three feet.
H. 
All excavations for building sewer installation shall be adequately guarded with barricades and lights so as to protect the public from hazard. Streets, sidewalks, parkways and other public property disturbed in the course of the work shall be restored in a manner satisfactory to the city.

Whenever possible, the building sewer shall be brought to the building at an elevation below the basement floor. No building sewer shall be laid parallel to or within three feet of any bearing wall, which might thereby be weakened. The depth shall be sufficient to afford protection from frost. The building sewer shall be laid at uniform grade and in straight alignment insofar as possible. Changes in direction shall be made only with properly curved pipe and fittings, including cleanout fittings.

In all buildings in which any building drain is too low to permit gravity flow to the public sewer, sanitary sewage carried by such drain shall be lifted by approved artificial means and discharged to the building sewer. The use of any pumping equipment, for which cross connections with a public water supply system are needed, is prohibited.

The connection of the building sewer into the public sewer or one public sewer into another public sewer shall conform to the requirements of the building and plumbing codes or other applicable rules and regulations of the city, or the procedures set forth in appropriate specifications of the ASTM and the WEF Manual of Practice No. 9. All such connections shall be made gastight and watertight. Any deviation from the prescribed procedures and materials must be approved by the plumbing inspector before installation.
B. 
The applicant for the building sewer permit shall notify the plumbing inspector when the building sewer is ready for inspection and connection to the public sewer. The connection shall be made under the supervision of the plumbing inspector or his representative.

All service pipes that may become useless because of laying of larger or new services, or because sewage will no longer be used through them must be permanently closed off at the sewer main at the expense of the owner of the premises by a licensed plumber or an authorized city employee and reported to the superintendent of water distribution and the office of the city clerk.
