Pursuant to Section 935 of the Government Code, all claims against the county for money damages which are excepted by Section 905 of the Government Code from the provisions of Division 3.6 of the Government Code (Section 810 et seq.), and which are not governed by any other statutes or regulations expressly relating thereto, shall be governed by the procedures prescribed in this section.

All claims shall be made in writing and verified by the claimant or by his or her guardian, conservator, executor or administrator. In addition, all claims shall contain the information required by Government Code Section 910. The foregoing reference to Government Code Section 910 shall not be construed to authorize a class claim, and no claim may be filed on behalf of a class of persons unless verified by every member of that class.

In accordance with Government Code Section 935, subdivision (b) and Section 945.6, all claims shall be presented as provided in this chapter and acted upon by the county prior to the filing of any action on such claims, and no such action may be maintained by a person who has not complied with the requirements of this chapter.

Any action brought against the county of Merced upon any claim or demand shall conform to the requirements of Sections 940 through 949 of the Government Code. Any action brought against any officer or employee of the county shall conform with the requirements of Sections 950 through 951 of the Government Code.

A. 
This chapter applies to all claims described in Section 2.10.020 heretofore or hereafter accruing.
B. 
Nothing in this chapter revives or reinstates any claim or cause of action that, on the effective date of the ordinance enacting this chapter, is barred either by failure to comply with any applicable statute, charter or ordinance requiring the presentation of a claim or by failure to commence an action thereon within the period prescribed by an applicable statute of limitations.
