In any particular case where the developer can show evidence of exceptional topographic or other physical conditions which would cause an extraordinary hardship, the Town Board may vary and make exceptions to the provisions of this title to the extent deems just and proper, so as to relieve such extraordinary hardship, provided such exception made or variance granted may be made or granted without detriment to the public good and without impairing the intent and purpose of the provisions of this title, or the desirable general development of the town in accordance with the official plan and zoning ordinance, provided:
A.
An application for any variance from these regulations shall be filed in writing simultaneously with the preliminary plat for the land division and such application shall explain in detail the reasons and facts supporting the request;
B.
In no event shall the requirement of filing and recording of the plat or map be waived;
C.
Any exception made or variance granted shall be stated in writing and filed with the records of division setting forth the reasons which justified such exception or variation.
