It is not intended by this title to repeal, abrogate, annul, impair or interfere with any existing easements, covenants, agreements, rules, regulations or permits previously adopted or issued pursuant to laws. However, where this title imposes greater restrictions, the provisions of this title shall govern.

In the interpretation and application of this title, the provisions of this title shall be held to be the minimum requirements and shall be liberally construed in favor of the town and shall not be deemed a limitation or repeal of any other power granted by the Wisconsin Statutes.

It is unlawful to build upon, divide, convey, record or monument any land in violation of this title or the Wisconsin Statutes and no person shall be issued a building permit by the town authorizing the building on, or improvement of, any subdivision, minor division, or replat not of record until the provisions and requirements of this title have been fully met. The town may institute appropriate action or proceedings to enjoin violations of this title or the applicable Wisconsin Statutes.

Any person who fails to comply with the provisions of this title shall upon conviction forfeit not less than five hundred dollars ($500.00), nor more than one thousand five hundred dollars ($1,500.00), and the costs of prosecution for each violation and in default of payment of such forfeiture and costs shall be imprisoned in accordance with Chapter 1.20. Each day a violation exists or continues shall constitute a separate offense. In addition, the remedies provided by Sections 236.30, 236.31 and 236.32 Wis. Stats. shall be available to the town.
