The office of Assistant Administrator is hereby created. It shall be filled by the appointment of the Mayor with the advice and consent of Council. The term of office shall be at the pleasure of Council. The office shall not carry tenure, and the term of the holder thereof may be terminated at any time by Borough Council in its sole discretion, upon three months' written notice to the Assistant Administrator.

The Assistant Administrator shall not be required to be a resident of the Borough, and may, with consent of the Borough Council, retain an individual under a professional service contract.
A.
Assists the Borough Administrator in performing highly confidential functions and duties of that office and such additional functions and duties of special projects as prescribed by the Borough Administrator or the governing body.
B.
Perform assignments of complex natures for or with the Borough Administrator and/or governing body including but not limited to:
(1)
Management of personnel, inventories, purchasing, and equipment;
(2)
Assist in budget preparation and review (current and capital improvement);
(3)
Assist the Business Administrator in advising the governing body, standing committees and department/division heads on matters of personnel and administrative organization, as well as policy;
(4)
Preparation and implementation of general operating procedures and practice;
(5)
Such other duties, as assigned by the Administrator, in various departments of the Borough.
C.
Under direction of the Borough Administrator, shall be the primary in-house contact for Borough employees pertaining to health benefits, as well as, monitoring and evaluating developments in health care and employee benefits.
D.
Assist the Borough Administrator in overseeing the administration of the Borough's human resources policies and practices, including recruitment, training, benefits, labor relations, contract negotiations, and disciplinary matters.
E.
Assist the Borough Administrator in overseeing compliance with all federal, state, and county regulations, as well as adherence to Borough ordinances and policies.
F.
Assist the Borough Administrator and other professionals in the development and submission of grants for the benefit of the Borough.
G.
Supervises or assists in the establishment and maintenance of suitable records and files as requested or required to do so.
H.
Act for and in place of the Business Administrator in their absence and perform such other functions, powers, and duties as may be assigned as herein provided.
The Assistant Administrator shall receive as salary such sum as may be fixed and established by the annual salary ordinance of the Borough and/or as established by an employee contract.
A.
The Assistant Administrator, if a full-time or part-time employee, may also hold any other Borough office or position for which they may be qualified and which, in the opinion of the governing body, is not incompatible or in conflict with the duties of Assistant Administrator.
B.
If the Assistant Administrator is appointed under a professional service contract, the individual shall not be permitted to hold any other position other than that set forth in the employment agreement.
