The Board shall adopt such rules concerning the filing of appeals and applications for amendments, variances, giving of notice and conduct of hearings as shall be necessary to carry out their duties as defined herein. The Board shall keep minutes of its proceedings, keep records of its examinations and other official acts, and shall record the vote of all actions taken. All minutes of the hearings and records of the hearings shall be filed for a period not to exceed two (2) consecutive years in the office of the County Clerk and shall be of public record.
