No owner, manager, proprietor or other person in charge of any room or space in any place of business open to the public, shall sell, display, cause to be sold or displayed or allowed to be sold or displayed, to any person under the age of eighteen years, any device, contrivance, instrument or paraphernalia prohibited by Section 11364 of the State of California Health and Safety Code, or any instrument used, designed for use or intended for use in injecting, smoking, ingesting, administering or preparing marijuana, hashish, LSD, PCP, hashish oil, cocaine or any other controlled substance. This section shall not apply to businesses licensed to dispense prescription drugs, nor shall it apply to the sale or dispensation of roach clips, cigarette papers and rollers intended for use in rolling tobacco.
