The City Council is hereby authorized to determine those streets, intersections or crosswalks on or at which traffic is hazardous or dangerous to life or property by reason of the volume of traffic upon such streets or at such intersections or crosswalks, or by reason of the lack of visibility of the drivers of vehicles approaching such streets, intersections or crosswalks, or by reason of numerous reported accidents or the possibility thereof, or by reason of other physical conditions likely to render any such street, intersection or crosswalk dangerous or hazardous to life or property. When the City Council has determined that a street is a through highway, and that a street, intersection or crosswalk is dangerous or hazardous to life or property, it is authorized and empowered to erect and maintain stop signs or traffic-control devices at, on or near such streets, intersections or crosswalks as it shall designate. Every such stop sign, traffic-control signal and other traffic-control device shall conform to the pertinent provisions of the Vehicle Code of the State.

The City Council is hereby authorized and required to establish and maintain, or cause to be established and maintained, and to designate upon the surface of the roadway, by appropriate devices, marks or white or yellow lines, crosswalks approximately equal in width to the adjacent sidewalk at all intersections and between intersections where, in its opinion, there is particular danger to pedestrians crossing the roadway.

It is the intention of the City to provide reasonable traffic and parking rules, regulations and laws. All intersections, safety zones, crosswalks, roadway or curb parking, loading, standing, regulation markings, stop signs, boulevard stop signs, speed limit signs, slow signs, danger signs, caution signs, warning signs, traffic signals and all other traffic-control signs and devices, parking limit signs, roadway markings relative to traffic direction and control, and also relative to parking, now painted or marked or posted or in place or designated or authorized by existing County ordinances or by the County Road Commission, or by the County Sheriff, or by the State Highway Patrol, or by other agencies to whom such authority was delegated by the State or County, shall so continue as is found, established or designated by the City Council on January 30, 1957, and shall be enforced as part of the traffic regulations of the City until the City Council adopts rules or regulations, or laws to the contrary. No person shall drive, stand or park a vehicle in violation thereof. The foregoing shall remain enforceable as long as they conform with the provisions of the Vehicle Code of the State or until changed by the City Council. Hereafter, future designations relative to the foregoing shall be done pursuant to authorization given or granted by the City Council to any person, agency or organization.

No operator of any vehicle shall fail to stop such vehicle at every stop sign erected and maintained pursuant to this chapter, at the entrance to any intersection before entering the intersection, except when directed to proceed by a police officer or traffic-control signal.

In addition to the authorization set forth in Section 10.08.010, whenever the Director of Public Works determines, upon the basis of a traffic study or engineering principles or both, that mandatory stop control and right-of-way assignment is necessary, he or she may designate any City street or portion thereof as a through street and may erect stop signs at entrances thereto. He or she may designate any City intersection at which vehicles are required to stop and may erect stop signs at one or more entrances thereto.

The Director of Public Works is authorized to place stop signs or yield right-of-way signs or pavement markings at those intersections where it is determined by an engineering study that right-of-way control and assignment by mandatory stop is necessary.

A. 
Signs. The Director of Public Works is authorized to place "No Parking—Street Sweeping" signs on those streets where it is determined by an engineering study that such control is necessary to maintain proper sanitation standards in the public right-of-way.
B. 
Removal of Illegally Parked Vehicles—Legislative Findings. Section 22652 of the California Vehicle Code provides that vehicles illegally parked may be removed in certain instances; e.g., when the highway is being cleaned and/or repaired. This City Council has initiated a system of street sweeping and in order to maximize the effectiveness of this program has prohibited the parking of vehicles on certain streets at times when the streets are to be swept. This City Council determines that it is necessary to not only post signs prohibiting parking on streets at those times that they are to be swept, but in addition, to provide for the removal of vehicles illegally parked.
C. 
Authority to Remove—Posting of Signs. Vehicles parked in violation of provisions of Section 10.08.070 may be removed when signs have been posted providing for the removal of vehicles illegally parked. Such signs authorizing the removal of illegally parked vehicles shall be posted in the following instances:
1. 
On those streets where parking is prohibited when the streets are to be swept.
2. 
On those streets which are being reconstructed or repaired and on which appropriate signs prohibiting parking have been posted.
3. 
On those streets which have restricted parking pursuant to Section 10.08.080 and on which appropriate signs have been posted.

A. 
On all Saturdays and Sundays of the year and from November 15th to January 1st of each year between the hours of 7:00 a.m. and 11:30 p.m., a person shall not park or let stand any vehicle, on Colorado Avenue between Somerset Boulevard and Jefferson Street, on Vermont Avenue between Somerset Boulevard and Jefferson Street, on Adams Street between Colorado Avenue and Vermont Avenue and on Clearwater Place unless such vehicle displays a permit authorized hereunder.
Except as authorized in this subsection A, at any time throughout the year, a person shall not park or let stand any vehicle, unless such vehicle displays a permit authorized hereunder on 1st, 2nd, and 3rd Streets, being public streets, between Paramount Boulevard and Downey Avenue. On Orizaba Avenue between Somerset Boulevard and 3rd Street, on Indiana Avenue between Somerset Boulevard and 3rd Street, on Jetmore Avenue between 3rd Street and Weimer Avenue, and on Weimer Avenue between 3rd Street and Jetmore Avenue.
A person is authorized to park or let stand any vehicle without a parking permit required hereunder on 1st Street west of Orizaba Avenue to east of 8030 1st Street, between the hours of 5:00 a.m. and 5:00 p.m., Monday through Friday.
B. 
A person shall not park or let stand any vehicle, unless such vehicle displays a permit authorized hereunder on Virginia Avenue between Alondra Boulevard and Madison Street and between 70th Street and Harrison Street.
C. 
A person shall not park or let stand any vehicle unless such vehicle displays a permit authorized on Rancho Cerona Drive between Rancho Obispo Road and Rancho Clemente Drive.
D. 
A person shall not park or let stand any vehicle, unless such vehicle displays a permit authorized hereunder on Colony Court, being a public street adjacent to Adams Avenue.
E. 
A person shall not park or let stand any vehicle, unless such vehicle displays a permit authorized hereunder on Vans Street, between 8830 Vans Street and 8842 Vans Street, being a public street, adjacent to Oliva Avenue.
F. 
A person shall not park or let stand any vehicle, unless such vehicle displays a permit authorized hereunder on the west side of Indiana Avenue, a public street, between Monroe Street and Jackson Street.
G. 
A person shall not park or let stand any vehicle, unless such vehicle displays a permit authorized hereunder on the north side of 6400 block of San Luis Street, a public street, between Ralph C. Dills Park and San Antonio Avenue.
H. 
A person shall not park or let stand any vehicle, unless such vehicle displays a permit authorized hereunder on the 14300 block of Orizaba Avenue and the 8100 block of 144th Street.
I. 
A person shall not park or let stand any vehicle, unless such vehicle displays a permit authorized hereunder on Rosecrans Avenue between 8722 Rosecrans Avenue to 8732 Rosecrans Avenue; and on Passage Avenue, Perilla Avenue, Cole Avenue, and Castana Avenue between Neardale Street and Contreras Street, with the exception of the south side of Contreras Street between 8702 Contreras Street and Passage Avenue and on the north side of Neardale Street between Coke Avenue and Passage Avenue.
J. 
A person shall not park or let stand any vehicle, unless such vehicle displays a permit authorized hereunder on Alondra Boulevard between 6729 Alondra Boulevard and 6743 Alondra Boulevard; and on Delcombre Avenue, Aravaca Drive, Festina Drive, Bandra Drive, Caldora Avenue between Alondra Boulevard and Myrrh Street.
K. 
A person shall not park or let stand any vehicle, unless such vehicle displays a permit authorized hereunder on Madison Street between 7110 and 7116 Madison Street and on Gundry Avenue between 15500 to 15700 Gundry Avenue and on Brayton Street between 15500 to 15700 Brayton Street.
L. 
A person shall not park or let stand any vehicle, unless such vehicle displays a permit authorized hereunder on the 14100 block of Colorado Avenue.
M. 
A person shall not park or let stand any vehicle, unless such vehicle displays a permit authorized hereunder on the 16400 block of California Avenue and 8018 Jackson Street, 8024 Jackson Street, and 8030 Jackson Street.
N. 
A person shall not park or let stand any vehicle, unless such vehicle displays a permit authorized hereunder on the 8100 block of Jefferson Street.
O. 
A person shall not park or let stand any vehicle, unless such vehicle displays a permit authorized hereunder on the 14000 block of Anderson Place.
P. 
A person shall not park or let stand any vehicle, unless such vehicle displays a permit authorized hereunder on the 13900 block of Orizaba Avenue.
Q. 
A person shall not park or let stand any vehicle, unless such vehicle displays a permit authorized hereunder on the 8100 block of Century Boulevard, Rancho Arroyo Street, Rancho Ponderosa Road, Rancho del Oro Street, and Rancho Valero Road.

A. 
The provisions of this chapter prohibiting the stopping, standing or parking of a vehicle shall apply at all times, or at those times herein specified, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the direction of a police officer or traffic-control device.
B. 
The provisions of this chapter imposing a time limit on standing or parking shall not relieve any person from the duty to observe other and more restrictive provisions of the Vehicle Code of the State or the ordinances of this City, prohibiting or limiting the standing or parking of any vehicle in specified places or at specified times.

A. 
On-Street. Whenever the City Council designates any on-street vehicle parking space for the exclusive use of physically handicapped persons whose vehicles display either one of the distinguishing license plates issued to disabled persons, pursuant to Section 22511.5 of the State Vehicle Code, or to disabled veterans, as specified in Section 9105 of the State Vehicle Code, an operator of any vehicle not displaying one of the aforesaid distinguishing license plates shall not park such vehicle in such parking space. The Director of Public Works shall place blue paint markings at each such parking space, as specifically set forth in the State Vehicle Code and, in addition thereto, may indicate such parking space or spaces by signs or other suitable means.
B. 
Off-Street. Whenever the City Council designates stalls or spaces in an off-street parking facility owned or operated by the County for the exclusive use of physically handicapped persons whose vehicles display either one of the distinguishing license plates issued to disabled persons, pursuant to Section 22511.5 of the State Vehicle Code, or to disabled veterans, as specified in Section 9105 of the State Vehicle Code, an operator of any vehicle not displaying one of the aforesaid distinguishing license plates shall not park such vehicle in such parking space. The designation shall be made by posting immediately adjacent to and visible from each stall or space a sign consisting of a profile view of a wheelchair with occupant in white, or a blue background.

The City Council may adopt by resolution, at least every five years, the Engineering and Traffic Study to establish prima facie speed limits within the City for the effective and efficient use of radar for traffic speed enforcement.

A. 
The City Council, the Public Works Director or the City Engineer, are hereby authorized, subject to the provisions and limitations of this chapter and the California Vehicle Code to designate, place, and when required herein shall place, for public benefit or public safety, the following curb markings to indicate parking or standing regulations, and such curb markings shall have the meanings as herein set forth:
1. 
RED. No stopping, standing or parking at any time except as permitted by the California Vehicle Code, and except that a bus may stop in a red zone marked or signed as a bus zone.
2. 
YELLOW. No stopping, standing or parking for any purpose other than the loading or unloading of passengers or materials, provided that the loading or unloading of passengers shall not consume more than three (3) minutes nor the loading or unloading of materials more than twenty (20) minutes.
3. 
WHITE. No stopping, standing or parking for any purpose other than loading or unloading of passengers which shall not exceed three (3) minutes.
4. 
GREEN. No standing or parking for longer than the time designated by signs or markings at the location.
5. 
BLUE. Parking limited exclusively to vehicles of physically disabled persons as defined in California Vehicle Code Section 22511.5 and consistent with Section 10.08.100; such restrictions to be applicable at all times.
B. 
The City Council shall review for approval all requests for green curb markings initiated by a city business owner or resident. The City Council shall review all requests for red curb markings that are not necessary to identify areas where parking is prohibited by the California Vehicle Code.
C. 
When the City Council, the Public Works Director or the City Engineer as authorized under this chapter has caused curb markings to be placed, no person shall stop, stand or park a vehicle adjacent to any such legible curb marking in violation of any of the provisions of this section.
