The purpose of this chapter is to specify permissible uses of the official City seal of the City of Norco.

The form of the City seal was adopted by the Norco City Council on December 28, 1964. The graphical City seal is depicted below and is comprised of two concentric circles.
A. 
Outer Circle Design. The words "City Living in a Rural Atmosphere" appear in serif capital letters in a symmetrical arch at the top of the outer circle. The top left foot of the letter "u" in the word "Rural" sits at the center of the outer circle. The left side of the letter "c" in the word "City" sits directly across from the right side of the second letter "e" in the word "Atmosphere," appearing in a linear fashion. The City's incorporation year, "1964," and words "City of Norco" appear in serif capital letters in a symmetrical inverted arch at the bottom of the outer circle. The words "City of" are located above the word "Norco" in the center of the bottom of the outer circle. The bottom foot of the letter "y" in the word "City" sits above the top left foot of the letter "r" in the word "Norco." The number "19" is flanked on the left side of the words "City of Norco," and the number "64" is flanked on the right side of the words "City of Norco." The top of the number "1" sits directly across from the top of the number "4," appearing in a linear fashion. The outer circle has two thin outlines.
B. 
Outer Circle Color. The color of the outer circle is described as "tan." The exact color is Pantone 7504 C. The tan outer circle includes a white outline and a second black outline. The text in the outer circle is black.
C. 
Inner Circle Design. A sketched side profile of a haltered horse head, including the throat latch, bridle path and part of the crest, sits in the inner circle. The horse resembles a Tennessee walking horse named Maiden's Sun Dial (Big Sun), who was bred and owned by Gilbert Cox, Norco's first Mayor. The inner circle has a thick outline that separates the inner circle from the outer circle.
D. 
Inner Circle Color. The color of the inner circle is described as "green." The exact color is Pantone 560 C. The green inner circle includes a white outline. The horse head in the inner circle is Pantone 7504 C, the same color as the outer circle.

A. 
The City seal shall be used only for purposes directly connected with the official business of the City of Norco and its City Council and officers, or for those matters expressly approved by the City Manager.
B. 
The City Manager shall promulgate an administrative policy regarding the design standards and use of the City seal by City staff.
C. 
Except as provided for in this chapter, no person, other than the City of Norco, shall reproduce, use, give away, sell, or distribute the City seal, or facsimile thereof, purporting to be or represented to be the City seal of the City of Norco.

City seal infringement is a violation of this chapter without the authorization of the City. It shall be unlawful for any person to use or allow to be used any reproduction of the City seal, including any design so closely resembling the City seal as to be apt to deceive, except for those uses expressly authorized in Section 2.02.040. The City of Norco may commence legal proceedings against a party that infringes on the unauthorized use of the City seal. The City is prepared to enforce infringements in order to protect its residents and to protect the City's asset. Unauthorized use and failure to obtain an approval from the City of Norco will be grounds for enforcement. The City of Norco reserves the right to pursue any and all legal remedies against infringement. If the City engages the services of an agent, the agent is authorized to pursue enforcement actions on the City's behalf.
