A planning agency in and for the City of Norco, California, is hereby created and established pursuant to Section 65100 of the California Government Code. Said agency shall be the Planning Commission of the City of Norco, California.

The planning agency shall have all the powers and duties necessary to enable it to perform its planning functions as provided in Title 7 of the California Government Code, including but not limited to the fulfillment of its functions as provided in Section 65101 thereof.
