1. 
"Medical marijuana dispensaries" or "dispensary"
shall mean any location, structure, facility, or vehicle utilized in full or in part as a place at or in which medical marijuana is made available, sold, traded, exchanged or bartered for in any way with or without consideration, made available, located, stored, placed, cultivated and/or distributed.
2. 
"Cultivation"
shall mean any indoor and/or outdoor marijuana growth and/or cultivation.
3. 
"Transportation"
shall mean the mobile delivery by any means of marijuana to any location within the City of Norco.

1. 
A medical marijuana dispensary shall not include the following uses, as long as the locations of such uses are otherwise regulated by this Code or applicable law:
a. 
A clinic licensed pursuant to Cal. Health & Safety Code Division 2, Chapter 1;
b. 
A health care facility licensed pursuant to Cal. Health & Safety Code Division 2, Chapter 2;
c. 
A residential care facility for persons with chronic life-threatening illnesses licensed pursuant to Cal. Health & Safety Code Division 2, Chapter 3.01;
d. 
A residential care facility for the elderly licensed pursuant to Cal. Health & Safety Code Division 2, Chapter 3.2;
e. 
A residential hospice, or a home health agency, licensed pursuant to Cal. Health & Safety Code Division 2, Chapter 8, as long as any such use complies strictly with applicable law including, but not limited to, Cal. Health & Safety Code § 11362.5 et seq.

The City Council of the City of Norco finds and determines that medical marijuana dispensaries and the cultivation and/or transportation of marijuana are prohibited within all zoning districts within the City of Norco.
